EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an agreement between Collier
County and David Lawrence Mental Health Center to administer the allocation of the state
mandated match for FY19 in the amount of $2,021,922.
OBJECTIVE: To provide behavioral and substance abuse services to the community.
CONSIDERATIONS: The David Lawrence Center (DLC) is a not for profit mental health facility in
Collier County. DLC is funded, in part, via state contracts for the provision of men tal health and
substance abuse services. Pursuant to Florida Statute, Section 394.76(9) (a) and (b), a commitment has
been made to provide funding in the amount of $2,021,922 to DLC. The proposed agreement requires that
DLC provide adult and children’s mental health and adult substance abuse services to citizens of Collier
County. The contract period is from October 1, 2018 through September 30, 2019. The contract provides
that the County may terminate by giving DLC 30-days written notice following a determination by the
Board of County Commissioners, at its sole discretion, that such cancellation is in the best interest of the
people of the County. DLC may terminate for any reason by giving the County 30 days written notice.
In FY2018 David Lawrence Center received funding from the County in the amount of $1,949,400 for
state mandated services. The increase of $72,522 in funding this fiscal year represents an additional
allocation for expanded services that was approved by the Board as part of the FY18-19 budget process.
In addition, on September 25, 2018, the Board approved a contract with Collier Health Services, Inc
(Agenda Item #16D14) to provide voluntary payments to DLC in the amount of $380,596 to support state
mandated services.
FISCAL IMPACT: The total amount of $2,021,922 for service agreement has been appropriated in the
FY19 budget under the general fund (001).
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
executive summary.
RECOMMENDATIONS: To approve and authorize the Chairman to sign the agreement between
Collier County and David Lawrence Mental Health Center to administer the allocation of the state
mandated match for FY19 in the amount of $2,021,922.
