Suite-103 Naples, FL 34104 Subject: Request for Change Order: Engineering for Doctors and Wiggins Passes Dredging Contract No. 17-7128, Purchase Order No.45-179399, and Project No. 195-90549 This is a request for a change order to the above listed purchase order with Aptim Environmental & Infrastructure. Inc (APTIM). APTIM requests that the purchase order be increased by $29,028 35 from the current price of$149,988 94 to a new price of$179.017 29, and the time be extended 30 days with a new completion date of November 17. 2018 The principal reasons for this request are that the contractor is taking longer than anticipated. largely due to weather and mechanical delays, increase in scope of work and implementing changes to address sea turtle issues Additional engineering work was required in preparation for this project APTIM assisted the County in coordinating with permit agencies for a 50 foot northern shift in Wiggins' interior channel location to address persistent morphological trends. The bidding period was longer than usual and APTIM provided professional support to answer additional bidder questions during this time The projects construction phase began on March 14 and 16. 2018 with the pre-construction survey and meeting, respectively The construction commencement for Wiggins Pass was announced for April 2 and actual construction began April 18 Construction on Wiggins Pass was substantially completed on July 20. Construction at Doctors Pass began on August 3, and is approximately half done as of August 12. Completion for the entire project was initially planned for Spring 2018. The contractor took longer to finish the Wiggins Pass segment due to weather, mechanical and technical delays The contractor's planned start of construction was April 2 and was substantially completed on July 20. for a total of 109 days During this period, there were 58 active dredging days. The Wiggins Pass construction was about 1 month longer than anticipated in our APTIM scope of work, and required additional engineering due to the lack of contractor progress. Although Hurricane Irma struck Collier County on September 10. 2017, the inlets were not surveyed post-storm until the contractor's pre-construction surveys Once these pre-construction surveys were taken, it was evident that conditions had changed significantly since the 2017 physical monitoring surveys due to the Hurricane At Wiggins Pass, there was a change in location of the hydraulic plug and the total dredge volume increased by 2.000 cy. with a shift of 4,000 cy to the interior channel sections. APTIM assisted the County in making changes to the Wiggins design to keep within the Wiggins Pass bid price 16A11 6 A A APTIM At Doctors Pass,the pre-construction conditions revealed an 11,000 cy increase in dredge volume and a decrease in the capacity of the single disposal area APTIM will provide professional services to the County to cover the extended active construction period required to dredge the increased Doctors Pass volume. In addition, the longer construction period at Wiggins Pass resulted in the need to dredge Doctors Pass during the middle of sea turtle nesting season. This change in timing required extensive preparatory work and coordination to support the County's coordination with environmental stakeholders and permitting agencies. The resulting circumstances required a re- design of the construction plans, additional surveys at Lowdermilk Park, and a new Notice to Proceed from FDEP. The new design was completed to incorporate a second disposal area at Lowdermilk Park,to accommodate in-water only disposal and special handling of the dredge pipeline to avoid sea turtle nests that could not be relocated prior to construction. This new work significantly increased both the time and complexity of the effort required to bring the project to completion. Our estimate to complete these additional efforts is$29,028 35 on a time and material basis, as a change order to the subject purchase order.
