As per our conversation on Monday in regards to an alleged complaint between Collier County EMS and a North
Naples firefighter, I have written an explanation about the entire event and attached the two exams as proof. I
apologize for not sending this Monday but I had a family member ill and could not respond sooner.

On October 18, 2010 I reviewed a drug calculation guide containing 40 questions that I had
created for the class to review 3 days before the actual exam. I also produced a drug calculation
exam that contained 40 questions from which I picked from the Mosby test bank and a few of my
own. The guide was labeled guide 1 and the actual module exam was labeled exam 6. In the
mayhem of my day I grabbed the actual drug calculation study guide on the 21" instead of the
Module 6 exam and gave it to them as the calculation exam.
The problem is that a student took photos of the study guide since our copier was jammed and
not working to send to all the students in class as a study guide. Of which two students left class
early unbenounced to me. These two particular students were unable to give their email
addresses to be sent a copy of the said study guide like the rest of the class. Chief Page clearly
stated to me that one of the two individuals that were not on the initial bulk email that left early
initiated this complaint to his chief stating " why do the other firemen get better grades than me,
when I study so hard "?
Since this packet was for a guide purpose only, there was no malicious intent behind this action.
However, on the date of the exam I grabbed the wrong 40 question exam and gave it to them.
Someone in the class forwarded an email to Collier County EMS Chief Page whom in turn called
me immediately to express his personal views /concerns about what had transpired. I drove to the
Collier County Government Center and met with the chief. He showed me an email sent from a
student which had pictures of a drug calculation study guide. Again, the packet that he showed
me was in fact the review guide that I had prepared for the students to go over with in class.
When I returned to the school around 5:00 P.M. I went to their student file's to see what exam I
had given them.
October 27th, 2010 around 8:40 am, I returned Chief Page's phone call of which he had left a
message for me the night before., As per our conversation he stated to me that he had additional
information regarding the individual whom initially took the pictures of the study guide. Chief

Page stated that Eloy's brother Omar works with me at Miami Dade Fire Rescue and insinuated
since Omar and I have a working relationship, that Omar might of received this study guide
from me. He also stated the study guide that was emailed to the class was the actual exam, he
assured and reiterated the student indeed confirmed that the study guide emailed was the actual
exam given.
I appreciate the quick response from Collier County and praise them for bringing this to my
attention but unfortunately, no one is to blame but myself for giving the wrong exam. I know this
is going to turn into a huge complaint between Collier County and some of the firefighters.I
assure you that this problem has been corrected. Chief Page was concerned about the thought of
having paramedics cheating on exams and then performing life safety procedures on citizens. I
can assure you that every student in my class has been taught with the highest standards and are
highly proficient in their skills.
On October 27`h, 2010 the paramedic class received the new Drug calculation exam 6
accordingly. All the scores from the last drug calculation study guide were removed from the
system and replaced with their new scores. Be advised, the same individuals whom failed the
previous study guide, again failed this exam as well. Undeniably I am very taken back and its
discerning the manner in which Chief Page alleges his assumption that Omar could have possibly
have been involved in this ordeal. Let alone, disparage my integrity not only as an Educator but
as a human being.
Due to the animosity that has been brewing between North Naples Fire District and Collier
County EMS, It's no surprise my class consists of 70% of North Naples Firefighters. Chief Page
insisted he had an obligation to inform Dr. Tober, Collier County's Medical Director and the
state about this incident. I am perplexed as to what's the correlation between the medical director
of Collier County EMS and this alleged isolated incident. I would hate to think that this is
merely an avenue for Collier County EMS to further continue to harm North Naples reputation in
order to hinder their endeavors to approve COPCN for ALS non - transport and by the same
manner demean my business.
In conclusion, I hope that I have not caused so many headaches due to my hastiness. Needless to
say, my inclination to contact the Bureau of EMS was of the essence. I have attached the study
guide and the drug calculation exam that was given.

I opened up the email you sent to me on Saturday October 30th, 2010 11:32 A.M. and several others this
morning. As per your email stating that effectively no more Medical Career Institute students will be
able to ride on Collier County EMS units, I find it imperative that I remind you only two students were
ever allowed to ride on your EMS vehicles of which one of them works under Collier County.
Unfortunately, I have made several attempts over the past 2 'h years to come to a mutual agreement with
Collier County EMS and MCI in order to allow students whom are Collier County residents the ability
to ride on the EMS trucks that service their community proudly. This would enhance the skills and
knowledge of the students that choose to ride on your units.
When we spoke last month I requested permission from you to allow my paramedic students the ability
to ride on your EMS units and you stated "that at this time no and that NO North Naples Firefighter will
ever set foot on your EMS trucks ". Our conversation ended by you saying you would allow students to
ride on a one by one occasion. Needless to say, I agreed on your decision! Two weeks later you allowed
two of my students to ride on your units. One was a firefighter for Ochopee Fire, who drives your ALS
rescue unit on shift and works under Collier County. The second student was a Naples Firefighter, who
received permission from your agency to ride as a paramedic student.
I hope that the email you sent me on Saturday morning concerning the two student riders is not a
reflection of our conversation Tuesday afternoon at the Collier County Government Center pertaining to
your false allegations towards my paramedic students. I honestly hope that personal issues between the
two agencies (Collier County EMS and North Naples Fire) are not getting in the way of the only reason
we are here, which is education! Education is the main concern and it should be our only concern
regardless of where students are employed.
Your remark to me in regards of hiring a student that is cheating is quite disquieting. That to me was you
insinuating they cheated and that I had a part in it. Another remark you made pertained to your
trepidation of the community. It's not only with admiration but with great gratefulness I can say that my
paramedic students are learning more then what they should be taught at a basic level. These students
are given over 100 medications to master throughout the course and are taught above and beyond the
National Curriculum. So YES, I can pompously assure you that all current students in Medical Career
Institute are able to demonstrate not only basic but advanced EMT and paramedic skills. The only
question that should be of any concern to you, is how advantageous these students will evolve and

I'm openly extending an invitation to you, your medical director, and all Fire/EMS chiefs to come in and
visit our institute and look at the quality of training we offer if that is your true main concern. Once
again I have an open door policy and eagerly await your arrival. Now I see why we cannot and will not
see eye to eye on this issue. It's evident our focus and concerns are different. My focus and main
concern is the education of the students. However, it saddens me to think you will not accept my
invitation. Be doing so, my school and my students will speak for themselves. It's initial impression will
nullify every negative thought pertaining to my establishment and those who partake in it. Hopefully
that will not refrain you from coming.

Please let this letter serve as my agreeing to allow Firefighter Austin Bleweiss and
Firefighter Justin Raymond obtain their skill training and field experience as a Paramedic
student while on a Collier County EMS transport unit.
Both students will be required to sign an EMS Department Passenger /Observer Request
and Release form and a Hold Harmless an6 Indemnification form, to-be notarized in my
office, prior to their initial ride time taking place. Please have both individuals contact
my office to set up a time where we can take care of their paperwork and arrange for their
ride schedules.
