EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the attached Resolution
authorizing execution of Joint Participation Agreement Contract No. G0E50 Supplement One with
the Florida Department of Transportation for construction of a new terminal facility with
associated landside improvements at the Marco Island Executive Airport.
OBJECTIVE: To accept supplemental grant funding for a new terminal building and associated
landside improvements at the Marco Island Executive Airport (MKY).
CONSIDERATIONS: On September 27, 2016, Agenda Item 16G1, the Board of County
Commissioners (Board), sitting as the Collier County Airport Authority (Authority), accepted a Joint
Participation Agreement (JPA), Contract No. G0E50, with the Florida Department of Transportation
(FDOT) in the amount of $783,900 to fund the design and permitting of a new terminal facility at MKY.
Upon completion of the design phase, the project was bid and the Board subsequently approved Contract
No. 18-7240 with West Construction, Inc. in the amount of $9,396,363.20 for construction of a new
terminal building and associated landside improvements at MKY on February 13, 2018 (Agenda Item
14.A.1).
At that time, the Board authorized budget amendments totaling $10,900,000 to appropriate funding for
the construction and CEI services for this project utilizing Airport Authority Capital Fund (496) Reserves,
and a temporary loan from Planning Services Fund (131) Reserves to be repaid annually as
reimbursements are received from FDOT between FY 2019-2021, as outlined in the Department’s work
program.
The Authority has received a Supplemental JPA from FDOT in the amount of $4,128,000, which will
allow for a partial repayment to the Planning Services Fund (131) previously allocated as an additional
local contribution in the same amount. This action marks the first repayment of that loan, which will have
an outstanding balance of $5,740,000 until further payments are made.
The initial project budget included the design, permitting, and bidding only. The Airport Authority
increased the budget in February to include project construction and CEI services. The supplemental JPA
increases the total FDOT-eligible project costs as outlined in Attachment “A” of the agreement and
allows for FDOT to provide supplemental funding in future fiscal years. Supplement One includes a
revised project budget in the amount of $11,169,800.00, which includes the project design.
FISCAL IMPACT: The estimated construction and CEI cost of $10,900,000 was initially funded by a
$9,000,000 loan from the Planning Services Fund (131), and $1,900,000 from Airport Authority Capital
Fund (496) Reserves. Budget amendments within the MKY Apron/Terminal Upgrade Project No. 33484
are necessary to:
Recognize FDOT grant revenue in the amount of $4,128,000 within Airport Grant Fund (498)
Appropriate the required local match of $1,032,000 within Airport Grant Match Fund (499)
Repay a portion of the Planning Services Fund (131) loan by the amount of FDOT revenues
being recognized
Source of the required local match is a transfer from Airport Authority Capital Fund (496).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
