EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Collier County Planning Commission, representing
Commission District 1.
OBJECTIVE: To reappoint a member to represent Commission District 1 on the Collier County
Planning Commission (CCPC), to a four-year term expiring on October 1, 2022.
CONSIDERATIONS: This 7 member quasi-judicial committee was created by authority of Chapter 67-
1246, Laws of FL. Ordinance 13-50 amended Ordinance 09-29, thus changing membership to represent
five planning commissioners selected by commission district and two members with environmental
expertise. The CCPC assists in the formulation and review of the Comprehensive Land Use Plan, Land
Development Code, and amendments to both, and then submits their recommendations to the Board for
final decision. Members are required to file a Form 1 Statement of Financial Interest each year with the
Supervisor of Elections. Terms are four years. A list of the current membership is included in the
backup.
Seats representing Commission Districts 1 and 3 expire on October 1, 2018. The pending vacancies were
advertised and applications were received from the following:

ATTENDANCE: Ms. Homiak has had perfect attendance during the past two years. Attendance reco rds
are included in the backup.
NOMINATION: As this is a quasi-judicial board a committee recommendation is not required.
Commission District members must be nominated by the Commissioner of their District, and must
receive a majority vote of the BCC for appointment. Commissioner Donna Fiala, District 1, has indicated
a desire to nominate Ms. Homiak for reappointment. A staff memo reviewing her qualifications for
reappointment is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners reappoints Ms. Homiak,
representing Commission District 1, to the Collier County Planning Commission, to a four -year term
expiring on October 1, 2022, and directs the County Attorney to prepare a resolution confirming the
reappointment.

Commission District 1
As noted in your memorandum of September 7, 2018, Karen Joyce Homiak has applied to be reappointed
to the above referenced advisory board that is set to expire on October 1, 2018.
It should be noted that Ordinance Number 2013-50 (CCPC Membership qualifications) requires the
members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC
members are also to reside in the Commission District allocated for each vacancy. Please be advised that
Karen Homiak is a permanent resident of Collier County and is a registered voter as noted in her
application. She also continues to reside within the District 1 boundary.
Furthermore, this section states that although no specific experience is necessary as a prerequisite to the
appointment, consideration shall be given to applicants who have experience or who have shown interest
in the area of planning, zoning, and related fields. A further consideration in the appointment of Planning
Commission members shall be made to provide the Planning Commission with the needed technical,
professional, business, and/or administrative expertise to accomplish the duties and functions of the
Planning Commission. The resume provided by
Ms. Homiak that he is a current member of the CCPC with over ten years of service. She is also a member
of the Collier Metropolitan Planning Organization with 18 years of service. She has also served on
Workforce Housing Advisory Committee from 2001-2003 and Long Range Transportation Plan 2030
Update.
Based upon the information contained in her application, she is qualified to reappointment to this advisory
board.

This 7 member quasi-judicial committee was created by authority of Chapter 67-1246, Laws of
FL. The Planning Commission assists in the formulation and review of the Comprehensive Land
Use Plan, Land Development Code, and amendments to both, and then submits their
recommendations to the Board for final decision. The Board of County Commissioners also gave
the Planning Commission the power and duty of serving as the County’s Environmental Advisory
Council under Ordinance No. 2009-32. There shall be one member from each of the five County
Commission Districts, and two at-large environmental members. Planning Commission
Candidates for the five County Commission District seats must be nominated by the
Commissioner of the District in which the candidate resides for both initial and subsequent terms
and receive a simple majority vote of the Board of County Commissioners. The two at-large
environmental members can be nominated by any Commissioner, but must receive a four-fifths
vote of the BCC for appointment or reappointment. Members are required to file a Form 1
Statement of Financial Interest each year with the Supervisor of Elections. Terms shall be for not
less than two years nor more than four years.
Pursuant to Section 163.3174, F.S., the Collier County Planning Commission must include a
nonvoting member appointed by the District School Board of Collier County.
