EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, award
Bid No. 18-7402 Fuel Trucks for Airport Authority in the amount of $112,283 for an Avgas
refueling truck to SkyMark Refuelers, LLC.
OBJECTIVE: To purchase a new Avgas fuel truck for the Immokalee Regional Airport.
CONSIDERATIONS: On May 22, 2018, the Board of County Commissioners (BCC), acting as the
Airport Authority, accepted a Department of Transportation (FDOT) Joint Participation Agr eement to
fund the purchase of an Avgas fuel truck for the Immokalee Regional Airport (Agenda Item 16G2).
In accordance with FDOT requirements and the Collier County Procurement Ordinance, the Airport
Authority publicly advertised solicitation 18-7402 Avgas Refueler Truck for Immokalee Regional Airport
on July 6, 2018. Staff sent 2680 notifications, 37 vendors viewed the bid package and the County
received three (3) bids by the August 6, 2018 due date. Staff determined that Alt SkyMark Refuelers and
Begus Online LLC were not responsive and responsible for not submitting any paperwork.

Staff is recommending award to the lowest responsive and responsible bidder, SkyMark Refuelers, LLC.
Airport management has reviewed the specifications and recommends awarding Line Item #2 of the bid
(1,000 Gallon/40 GPM AvGas Refueler) in the amount of $112,283, which is approximately 3.2% below
staff’s estimate. A Purchase Order, with the County’s standards terms and conditions, will be issued for
this award.
FISCAL IMPACT: The cost of the fuel truck is $112,283. Funds in the amount of $51,045 are
available in the Airport Grant Fund (498), Project 33565. Funds in the amount of $61,238 are available in
the Airport Grants Match Fund (499) Project 33565.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH IMPACT: There is no Growth Management Impact associated with this Executive
Summary.
RECOMMENDATION: To award Bid No. 18-7402 Avgas Refueler for Immokalee Regional Airport
to SkyMark Refuelers, LLC in the amount of $112.283. A Purchase Order will serve as the standard
contract.
