EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an Extension of Agreement with
Partnership for Collier’s Future Economy, Inc. (“Partnership”) in continued support of the
established public-private partnership designed to advance the County’s economic development
efforts.
OBJECTIVE: To extend the Agreement with Partnership to Fiscal Year 2019 under the same terms and
conditions.
CONSIDERATIONS: On September 10, 2013, Agenda Item 11.C., the Board approved the Office of
Business & Economic Development’s FY 2014 Business Plan including a goal of developing a local
economic development partnership. Since that time, staff has continued to advance that economic
development goal under the Board’s direction provided at several Board meetings. On December
10, 2013, Agenda Item 10.B, the Board approved the Agreement with Partnership, a not-for-profit entity
created by the Greater Naples Chamber of Commerce, to develop a detailed Community and Economic
Development Strategic Plan for our community. The effort and cost sharing has resulted in the
promulgation of the “Opportunity Naples Strategy,” which was accepted by the Board on November 18,
2014, Agenda Item 11A.
This Extension of Agreement continues to implement that strategic plan with activities for 2019. The
specific initiatives and action plans produced as part of the Opportunity Naples Strategy planning
effort continue to form the basis of this Agreement, the Scope of Services, and Roles and
Responsibilities of the Partnership, which further economic development in Collier County. The
deliverables set forth in the Agreement remain unchanged and will be funded by the County in the same
manner as the prior year for up to $100,000 for Fiscal Year 2019 with the extension to September 30,
2019.
The Extension also provides that all “Program Performance Report” deadlines set forth on Exhibit “C” to
the Agreement shall be adjusted by one year for Fiscal Year 2019. For example, “Deliverable 1” must be
submitted on or before January 31, 2019 for the period of October 1, 2018 through December 31, 2018.
FISCAL IMPACT: The total cost to the County for the Agreement will not exceed $100,000 in FY
2019. Funding is appropriated for this expenditure in the approved Business and Economic Development
Division FY 2019 budget.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To approve and authorize the Chairman to sign an Extension of Agreement
with Partnership for Collier’s Future Economy, Inc. (“Partnership”).
