(Commissioner Saunders’ request) Time Certain Items: Item 11G to be heard at 11:00 a.m., followed by Items 11H and 11I Note: 09/25/2018 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign Extension of Agreement with the Southwest Florida Economic Development Alliance, Inc. for FY 2019 in continued support of the established public-private partnership designed to advance the County’s economic development efforts. OBJECTIVE: To approve Extension of Agreement with the Southwest Florida Economic Development Alliance, Inc. (“Alliance”) for Fiscal Year 2019. CONSIDERATIONS: On January 27, 2015, the Board of County Commissioners approved Agenda Item 16.F.5, which is the first agreement between the County and the Alliance that serves to formalize our County’s regional economic development approach, as articulated in the Board’s approved Office of Business & Economic Development Business Plan. This Agreement provides for reimbursement to the Alliance for up to $100,000 in salaries and employee benefits (relocation expenses, health insurance and bonuses) and costs for Alliance personnel. This Agreement has since been renewed. The Alliance helps companies expand and grow in Southwest Florida, assisting with site location, incentives, talent attraction, process navigation, and regional data. The Agreement for FY 2018 allowed the County to reimburse for salaries and benefits of a President and Operations Specialist. The Extension of Agreement: 1) extends the Agreement to September 30, 2019 for FY 2019. 2) replaces the requirement for the County to fund the salary and benefits of a President to instead fund a manager. 3) Amends the contact information for Alliance for notices. All other prior terms and conditions of the Agreement remain. The funding for FY 2019 is the same as in FY 2018. FISCAL IMPACT: The total cost to the County for the Agreement will not exceed $100,000 in FY 2019. Funding is provided for this expenditure in the approved FY 2019 Business and Economic Development Division budget. GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic Element of the Collier County Growth Management Plan, which states: “Collier County will support programs that are designed to promote and encourage the recruitment of new industry, as well as the expansion and retention of existing industries in order to diversify the County’s economic base.” LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote. - JAB RECOMMENDATION: To approve and authorize the Chairman to sign the Extension Agreement between the Southwest Florida Economic Development Alliance, Inc. in continued support of the established public-private partnership designed to advance the County’s economic development efforts.
