Agenda 09/25/2018 Item #16C309/25/2018 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid 18-7348, “Tamiami Well House #18 Generator Replacement,” to Simmonds Electric of Naples, Inc., in the amount of $124,824, Project Number 50154, plus a $15,000 owner’s allowance. OBJECTIVE: To maintain raw water production capability and reliability in the Tamiami Wellfield that provides raw water to the North and South County Regional Water Treatment Plants. CONSIDERATIONS: The proposed scope of work under Project No. 50154 is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, Appendix III of the 2015 AUIR/CIE. Funding is available in, and is consistent with, the FY2018 CIP Budget. The scope of this project provides for the replacement of a 26 -year-old generator that was damaged during a continuous five-day run following a power loss caused by Hurricane Irma. The generator at Well House #18 provides emergency power to four raw water wells serving the County’s two water treatment plants. An assessment was performed to determine if a repair was feasible, or whether replacement was warranted. Given the extent of the damage and age of the generator, replacement is the recommended remedy. Currently, emergency power is being provided to the site by a rented mobile generator. Staff has taken the necessary steps to pursue FEMA reimbursement for the cost of this project. On May 9, 2018, the Procurement Services Department released Invitation to Bid 18 -7348 to 19,621 vendors for the “Tamiami Well 18 Generator Replacement” project. Interested vendors downloaded 102 bid packages and the County received five submittals by the June 27, 2018 deadline. The Bid Amount includes the Base Bid (Bid Tab Lines 1-4, 6-7) for the pre-installation and Startup/Testing activities, plus the Selection of 1 bid alternate (Lines 5A-5C) for the Generator Installation. Two bidders were found to be responsive/responsible and two bidders (Technical Management Associates and TCS Contracting) were deemed non-responsive due to incomplete bid packages. Structures, Inc. submitted a “No Bid” response. Staff is recommending award to the lowest, responsive/responsible offeror, Simmonds Electric of Naples, Inc., with a bid of $124,824. Shakopee Scott MN No Bid N/A 16.C.3 Packet Pg. 1222 09/25/2018 Staff and local engineering consultant, RKS Consulting Engineers, Inc., determined the lowest responsive bid was fair and reasonable and recommend awarding the contract to Simmonds Electric of Naples, Inc. The bid is approximately 11.5 percent below the project consultant’s $141,000 opinion of probable cost. The Procurement Services Division concluded bidding was competitive and representative of market conditions. The bid tabulation, bid analysis, engineer’s letter of recommendation, contract and NORA are Attachments 1, 2, 3, 4 and 5, respectively. Staff is requesting that $15,000 be added to the lowest responsive and responsible bid for unforeseen conditions, as determined by staff, which may be encountered during construction. The price for any additional work shall be negotiated prior to commencement in accordance with the County’s Procurement Ordinance and the terms of the agreement. FISCAL IMPACT: The source of funding is Water User Fees Fund (412) with the potential to recover costs through FEMA Public Assistance. There is no change in operating costs as this is a direct replacement project. An allowance has been added in the amount of $15,000 to cover unforeseen conditions bringing the potential total to $139,824. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: To award Invitation to Bid 18-7348, “Tamiami Well House #18 Generator Replacement,” Project Number 50154, to Simmonds Electric of Naples, Inc., in the amount of $124,824, plus a $15,000 owners allowance; and, authorize the Chairman to sign the attached agreement.
