EXECUTIVE SUMMARY
Recommendation to award a Work Order to Wright Construction Group, Inc., for construction of
the “Vanderbilt Beach Road Wall Replacement” project in the amount of $616,735.77 (Project
60130).
OBJECTIVE: To approve a Work Order for the roadway wall replacement along the south right of way
line of Vanderbilt Beach Road in front of the Villages of Monterey subdivision.
CONSIDERATION: On August 17, 2018, Transportation Engineering staff sent construction plans and
a bid schedule to four (4) construction companies who are under contract with the County under
“Agreement #16-6663 for Roadway Contractors.” Staff requested quotations for construction services for
the Vanderbilt Beach Road Wall Replacement project utilizing that Agreement.
On August 24, 2018, the County received three (3) bids, with one company providing a no quote
response, as follows:

2 Preferred Materials, Inc. $644,624.60
3 Ajax Paving Industries of Florida, LLC $744,880.71
4 Bonness, Inc. No Quote
Staff determined the lowest bid was fair and reasonable and recommend awarding the work order to
Wright Construction Group, Inc. The Procurement Services Division concluded that bidding was
competitive. The bid was 22.7 % higher than the engineer’s estimate of $502,560. Factors likely
associated with the uptick in bid prices are the small quantity amounts beyond the wall items and the
proximity of the Florida Power and Light transmission and distribution lines to the wall. The work order
and bid analysis are attached.
FISCAL IMPACT: The anticipated cost for this roadway wall replacement project is $616,735.77.
Funding is available within Transportation Capital Fund (310). Source of funds is a transfer from the
General Fund (001).
The estimated useful life of a roadway wall is 30 years, with minimal to no repair cost during that
duration of time.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award a Work Order for “Vanderbilt Beach Rd Wall Replacement” to
Wright Construction Group, Inc., in the amount of $616,735.77, and authorize the Chairman to execute
the attached Work Order.
