Agenda 09/25/2018 Item #11A09/25/2018 EXECUTIVE SUMMARY Recommendation to accept staff’s recommended concept of the revised mainline alignment, side street frontage road connections, and Cypress Canal relocation between Massey Street and 13th Street NW of the Vanderbilt Beach Road Extension project. (Project No. 60168) _____________________________________________________________________________________ OBJECTIVE: To refine the design of Vanderbilt Beach Road Extension project by incorporating roadway and drainage features requested by residents in the Golden Gates Estates area between Massey Street and 13th Street NW. CONSIDERATIONS: On November 13, 2017, in anticipation of moving forward with the previously suspended design of the Vanderbilt Beach Road Extension Project (VBRX), staff me t with the Golden Gates Estates Area Civic Association (GGEACA) to solicit comments and concerns from the Estates residents. Based on suggestions received during the meeting, staff were directed to include in the scope of services for Amendment 1 of Professional Services Agreement No. 06-4000 with CH2M Hill, Inc. (“CH2”), additional traffic modeling to examine three different scenarios with respect to the connections of side streets between 27th Street NW and 17th Street NW: Direct connections to all streets No connections Frontage road connection(s) On May 22, 2018, staff met again with the GGEACA to present concept alternatives for the three side street connection scenarios. Residents preferred the frontage road connections over the direct connect scenario but asked staff to consider a further refinement to the frontage road concept, which would move VBRX northward by relocating the Cypress Canal to the south of the roadway in the area between 29 th Street NW and 13th Street NW. On June 26, 2018, staff conducted a Public Information Meeting at St. Agnes Church to present the refined concept, which proposed relocating the Cypress Canal to the south and connecting the side streets via frontage roads. The relocated canal would provide an approximately 120 feet of additional buffer between the roadway and properties to the south and would also allow for the elimination of two proposed 6-lane bridges at the 29th Street NE and 13th Street NE canal crossings. Two 2-lane bridges across the relocated canal would be added at the frontage road connections to VBRX instead, one connecting 27th, 25th,23rd, and 21st Streets NW, and the second connecting 19th,17th & 15th Streets NW. The circuitous nature of the connections will discourage cut-through traffic to and from VBRX while still providing the connectivity needed for emergency access. The relocated canal would be designed with a wider, 30-foot bottom, providing increased flow capacity, storage, and stormwater treatment. The balance of the proposed right of way footprint will be used to create both wet and dry stormwater treatment ponds and significantly improve the aesthetics of the corridor at this location. The revised concept was presented as the staff recommended alternative concept. FISCAL IMPACT: The source of funding is road impact fees and/or gas tax. The construction project is planned for late FY2021 with an anticipated preliminary construction cost estimate of $60-70 million. Although approval of this item will not have a fiscal impact, a future chan ge order to the design contract will be required to incorporate the revisions. Approval of this item will not have an impact on operational and maintenance costs; however, the completed project can be expected to have the following operational and maintenance impacts: minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the new bridge and roadway features, and will be absorbed into the regular maintenance schedule thereafter; the new stormwater features will require minimal maintenance and will 11.A Packet Pg. 315 09/25/2018 be absorbed into the regular maintenance schedule resulting in minimal cost impact. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This is consistent with objectives identified within 1, 2, and 10 of the Transportation Element of the Growth Management Plan.
