EXECUTIVE SUMMARY
Recommendation to recognize Duane Neal, Senior Programmer Analyst, Engineering & Project
Management, Public Utilities Department as the July 2018 Employee of the Month.
OBJECTIVE: To recognize the efforts and accomplishments of an employee who has made significant
contributions to the organization or to our community.
CONSIDERATIONS: Duane has been with Public Utilities since 2012 and works in the Systems
Engineering section of the division.
Duane has distinguished himself throughout his career with Public Utilities as a knowledgeable and
highly skilled resource in the management and support of Supervisory Control and Data Acquisition
(SCADA). SCADA is the control system which allows operations to control the water and wastewater
plant processes. He has developed designs for SCADA server rack upgrades, created a bill of materials,
procured equipment and installed the equipment at the two wastewater plants. These upgrades included
new switches, power supplies, smart UPS’s, and many other parts. This has saved the county many
thousands of dollars by avoiding having to go to an outside vendor for the design and installation.
Duane has also taken the initiative to create custom advanced reports from the SCADA data located in the
Historian server. These reports have helped operations (Reuse water and wastewater) with their permit
reporting as well as managing their system operations more efficiently. He takes the lead on projects and
tasks and the result of Duane’s work is always excellent and the best value for the county. These are just a
few reasons that Duane Neal is so deserving of this award.
FISCAL IMPACT: The selected “Employee of the Month” receives a $150 cash award. Funds for this
are available in the employee's budget cost center.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
RECOMMENDATION: To approve the recognition of Duane Neal as the July 2018 Employee of the
Month.
