Agenda 09/11/2018 Item #16E 809/11/2018 EXECUTIVE SUMMARY Recommendation to remit any remaining MSTU funds for Isles of Capri Municipal Fire Services Taxing District, Fiddlers Creek Municipal Rescue and Fire Services District, and Collier County Fire Control Municipal Service Taxing Unit to Greater Naples Fire District in accordance with the Board’s approval to repeal Ordinances Numbers 1978-49 Isle of Capri, 1984-84 Collier County Fire Control and 2015-18 Fiddler’s Creek. OBJECTIVE: To remit any remaining MSTU funds for Isles of Capri Municipal Fire Services Taxing District, Fiddler’s Creek Municipal Rescue and Fire Services District, and Collier County Fire Control Municipal Service Taxing Unit to Greater Naples Fire District (GNDF). CONSIDERATIONS: The Board approved Interlocal Agreements between Greater Naples Fire District with Isle of Capri on September 08, 2015, Collier County Fire Control District on January 26, 2016, and Fiddler’s Creek Municipal Rescue and Fire Services District on February 24, 2015 to provide fire services pending annexation by Greater Naples Fire District. Once annexation was finalized, at its February 28, 2017 regular meeting, the Board of County Commissioners authorized staff to repeal Ordinance 1978-49 Isle of Capri Municipal Fire Services Taxing District, Ordinance 1984-84 Collier County Fire Control Municipal Service Taxing Unit and 2015-18 Fiddlers Creek Municipal Rescue and Fire Services District (Agenda items 17B, 17C, and 17D). Upon approval of these items and in accordance with the Interlocal Agreements , any remaining financial reserves, fund balance, or carry forward amounts in the MSTU would be remitted from the MSTU funds to the Greater Naples Fire District. The current amount in each fund less any additional funds received by fiscal year end 2018 are below: Fund 144 Isle of Capri Fire - $240,489.34 Fund 145 Fiddlers Creek Fire - $186,913.06 Fund 148 Collier Fire - $59,652.32 Effective September 1, 2018, the County will no longer receive interest for Isles of Capri Fire Fund (144), Fiddlers Creek Fire Fund (145) and Collier Fire Fund (148). Any residual funds received in Fiscal Year 2019 for Isle of Capri Fund (144), Fiddler’s Creek Fund (145) and Collier County Fire Fund (148) will be remitted to Greater Naples Fire District. Funding has been budgeted in Fiscal Year 2019 to cover any residual funds received in Fiscal Year 2019. FISCAL IMPACT: There are sufficient funds available in Isle of Capri Fund (144), Fiddler’ Creek Fund (145) and Collier County Fire Fund (148) to remit payment to Greater Naples Fire District in Fiscal Year 2018. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To authorize staff to remit any remaining MSTU funds from the Isles of Capri Municipal Fire Services Taxing District to Greater Naples Fire District; to authorize staff to remit any remaining MSTU funds from Fiddlers Creek Municipal Rescue and Fire Services District to GNFD; and 16.E.8 Packet Pg. 1741 09/11/2018 to authorize staff to remit any remaining MSTU funds from Collier County Fire Control Municipal Service Taxing Unit to GNFD.
