EXECUTIVE SUMMARY
Recommendation to provide after-the-fact approval for the submittal of Hazard Mitigation
Program grant applications for FEMA 4337-DR-FL084-DR-FL “Hurricane Irma” to the Federal
Emergency Management Agency (FEMA Region IV), through the Florida Division of Emergency
Management, for various mitigation projects in the total amount of $22,034,000.
OBJECTIVE: To obtain federal grant funding for mitigation measures to reduce the risk of loss of life
and property damage in future disasters.
CONSIDERATIONS: The Hazard Mitigation Grant Program is provided through FEMA to help
implement hazard mitigation measures following a major disaster. Hazard mitigation measures are any
sustainable action taken to reduce or eliminate long-term risk to properties from future disasters. The
HMGP supports cost-effective post-disaster projects. FEMA provides up to 75 percent of the funds for
mitigation projects. The remaining 25 percent can come from the County in the form of matching funds.
Hurricane Irma made landfall on Collier County during the afternoon of September 10, 2017, severely
impacting Collier County and the entire State of Florida. In the wake of the hurricane, Collier County
experienced damage to multiple facilities and equipment including buildings, storm water, and generators.
The Hurricane Irma Response After Action Report, October 31, 2017, recommended the identification of
additional generator requirements, including on-site generators or portable generators, to support the high
demand for alternate power at county-owned critical facilities during an emergency weather event. Other
recommendations were storm water and ditch improvements, hardening of buildings, and additional
improvements to the buildings to protect the county-owned critical facilities during an emergency weather
event. Based on these recommendations, various projects were developed and submitted for ranking to the
County’s Local Mitigation Strategy (LMS) working group.
The table below shows the projects included in this grant application, which were ranked the highest by
the LMS group.

The deadline for HMGP project submission was August 6, 2018. Any project applications for submission
after that date were not going to be considered by the State. This grant program has two levels of project
funding: Tier 1 funding which is guaranteed as Collier County’s (all jurisdictions within the County)
allocation which is for eligible projects totaling up to $24,828,749 and Tier 2 funding is money remaining
after eligible projects are funded or due to an increase when FEMA sends the State the final Hurricane
Irma allocation this Fall.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board of County Commissioners action at the next available Board meeting to rati fy the
approval as “after-the-fact.” The Board will have the opportunity to accept or reject the funds if the grant
is approved.
FISCAL IMPACT: In total, the projects collective amount is $22,034,000. The funding request is
comprised of federal agency portion in the amount of $16,525,500 and a 25 percent local match in the
amount of $5,508,500. The local match is available in various Funds and Projects based on the
Department and Funding source.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. - JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
request.
RECOMMENDATION: To provide after-the-fact approval for the submittal of Hazard Mitigation Grant
Program applications for FEMA 4337-DR-FL084-DR-FL “Hurricane Irma” for various mitigation
projects throughout Collier County in the total amount of $22,034,000.00.

Section V. Environmental Review and Historic Preservation Compliance
(NOTE: This application cannot be processed if fhis section is not completed-)
Because the HMGP is a federally funded program, all projects are required to undergo an environmental and historic
preservation review as part of the grant application process. Moreover, all projects must comply with the National
Environmental Policy Act (NEPA) and associated Federal, State, Tribal, and Local statutes to obtain funding. NO WORK
can be done prior to the NEPA review process. lf work is done on your proposed project before the NEPA review
is completed, it will NOT be eligible for Federal funding.
A. The following information is required for the Environmental and Historic Preservation review:
A projects must have adequate documentation to determine if the proposed project complies with NEPA and
assoclated statufe s. The State Environmental Staff provide comprehensive NEPA technical assistance for Applicants,
with their consent, to complete the NEPA review. The type and quantity of NEPA documents required to make this
determination vaies depending upon the project's size, location, and complexity. However, at a minimum, please
provide the applicable documentation from this section to facilitate the NEPA compliance process.

applications administered by the Florida Department of Emergency Management
(FDEM) in the amount of $398,000 (ATF 18-025) (LMS Ranking tl49) and $245,000
(ATF 18-036) (LMS Ranking #33)
The Parks and Recreation Division is applying for funding under the FEMA Hazard Mitigation
Grant Program for the purchase and installation of a permanent generator, fuel tank and support
equipment at North Collier Regional Park and for the purchase and installation of two new
generators and support equipment at the lmmokalee Sports Complex.
The total project cost for North Collier Regional Park Generator is expected to be $398,000. The
funding request is comprised of State/Federal agency funds in the amount of $298,500 and
requires a 25o/o local match in the amount of $99,500. The total project cost for lmmokalee Sports
Complex generators is expected to be $245,000. The funding request is comprised of
State/Federal agency funds in the amount of $183,750 and requires a 25Yo local match in the
amount of $61,250. The local match is planned to be available from projects within the Public
Services Capital Project Fund (306).
The notice of funding was released on February 02,2018. Local governments must have an
approved Local Mitigation Strategy (LMS). The ranking required by the LMS working group was
finalized on June 8, 2018. The FEMA grant application is due August 06, 2018. Due to the
preparation time and Board summer recess, we are asking for your approval to submit the
application, followed by After the Fact approval by the Board of County Commissioners at the
September 11 , 2018 BCC meeting.

applications administered by the Florida Department of Emergency Management
(FDEM) in the amount of $398,000 (ATF 18-025) (LMS Ranking tl49) and $245,000
(ATF 18-036) (LMS Ranking #33)
The Parks and Recreation Division is applying for funding under the FEMA Hazard Mitigation
Grant Program for the purchase and installation of a permanent generator, fuel tank and support
equipment at North Collier Regional Park and for the purchase and installation of two new
generators and support equipment at the lmmokalee Sports Complex.
The total project cost for North Collier Regional Park Generator is expected to be $398,000. The
funding request is comprised of State/Federal agency funds in the amount of $298,500 and
requires a 25o/o local match in the amount of $99,500. The total project cost for lmmokalee Sports
Complex generators is expected to be $245,000. The funding request is comprised of
State/Federal agency funds in the amount of $183,750 and requires a 25Yo local match in the
amount of $61,250. The local match is planned to be available from projects within the Public
Services Capital Project Fund (306).
The notice of funding was released on February 02,2018. Local governments must have an
approved Local Mitigation Strategy (LMS). The ranking required by the LMS working group was
finalized on June 8, 2018. The FEMA grant application is due August 06, 2018. Due to the
preparation time and Board summer recess, we are asking for your approval to submit the
application, followed by After the Fact approval by the Board of County Commissioners at the
September 11 , 2018 BCC meeting.
