EXECUTIVE SUMMARY
Recommendation to approve Victory Layne Chevrolet as a single source vendor for Chevrolet
medium duty truck and van parts and service.
OBJECTIVE: To efficiently maintain County equipment through an approved network of vendors and
dealerships for parts, supplies, and services.
CONSIDERATIONS: Collier County owns and maintains 19 medium-duty Chevrolet chassis vans to
support the Transportation Disadvantaged program. The only dealership in the Naples/Ft. Myers area that
deals in Chevrolet medium-duty trucks and vans is Victory Layne Chevrolet in Ft. Myers. They provide
critical warranty work, Original Equipment Manufacturer (OEM) parts, and some major repairs such as
engine replacements for the Transportation Disadvantaged fleet. Victory Layne Chevrolet was previously
approved by the Board on 9/10/13 (Item 16.E.18) for sole source purchases, FY 2013 thru FY 2018. No
additional authorized medium-duty Chevrolet dealers have come on line in the Naples area since that
time.
Goods and services purchased from Victory Layne Chevrolet are projected to exceed $50,000 annually.
Board authorization is required for the approval of a single source provider with annual purchases above
$50,000. Staff requests that the Board approve Victory Layne Chevrolet as a single source vendor for
fleet parts, repairs, and services from FY 2019 through FY 2023, with Procurement Staff annually
reviewing the Chevrolet medium-duty distribution system. Purchases will be made either by purchase
order or by purchasing card.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet
Management Administration, Fund 521, operating budget. Historically, expenses from Victory Layne
Chevrolet have exceeded $50,000 annually.
GROWTH MANAGEMENT IMPACT: No growth management impact will result from this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To approve Victory Layne Chevrolet as a single source vendor for Chevrolet
parts and services during the period FY 2019 thru FY 2023, with Procurement Staff annually reviewing
the Chevrolet medium-duty distribution system. Purchases will be made either by purchas e order or by
purchasing card.
