EXECUTIVE SUMMARY
Recommendation to approve three (3) satisfaction of mortgage for the State Housing Initiatives
Partnership (SHIP) Loan Program for payment in the amount of $32,224.68.
OBJECTIVE: To support the affordability of housing through the SHIP down payment and
emergency repair and/or rehabilitation assistance programs.
CONSIDERATIONS: The SHIP Program, a state affordable housing program, offers assistance to
first-time homebuyers for use toward a portion of the required down payment and emergency repairs to
the newly acquired home. As a condition of the award, the homeowner must repay the assistance
provided upon sale, refinance, or loss of homestead exemption.
Pursuant to Section 420.9075(1), Florida Statutes, the SHIP Program may provide the local matching
share of federal affordable housing grants or programs as a non-Federal matching contribution. 24 CFR
92.503(c) requires that any SHIP monies used to match federal HOME Program monies be repaid to
the HOME Program fund and are considered program income under the HOME Program.
The following table details SHIP loans for which repayment has been provided to Collier County.
These loans were used as a HOME match contribution; therefore repayment will be made to the HOME
Investment Trust Fund.

FISCAL IMPACT: The repaid amount of $32,224.68 has been deposited in the Urban Improvement
Grant (705), Project 33535.1. These funds may be reused for eligible HOME Program activities.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority
vote for Board action. -JAB
RECOMMENDATION: To approve and authorize the Chairman to sign three (3) satisfaction of
mortgage where repayment has been made to Collier County.
