EXECUTIVE SUMMARY
Recommendation to recognize funding from a multi-year Joint Participation Agreement between
the Florida Department of Transportation and the Collier Metropolitan Planning Organization
that includes Federal pass-through 49 USC § 5305(d) funding to provide for the MPO’s
participation in fixed route transit planning activities as described in the MPO’s Unified Planning
Work Program and to authorize necessary budget amendments for grant revenue in the amount of
$127,862 and a local match in the amount of $14,207.
OBJECTIVE: For the Board of County Commissioners (BCC) to authorize the necessary budget
amendments for Joint Participation Agreement Contract GO581 awarded to the Collier Metropolitan
Planning Organization (MPO) by the Florida Department of Transportation (FDOT).
CONSIDERATIONS: On October 16, 2015, the MPO entered into a three-year Joint Participation
Agreement (JPA) with the FDOT. The purpose of the Agreement is to provide for the MPO’s
participation in fixed route transit planning activities as described in the MPO’s Unified Planning Work
Program. Per the Agreement, eligible MPO planning expenditures are reimbursable from FDOT via Title
49 Section 5305(d) and State cash match financial assistance. The MPO’s third year of t he grant award
(Fiscal Year 17/18) is $142,069.00, which is comprised of federal (80%), state (10%), and 10 % local
funds.

The local match requirement is met by funding provided by local governments including Collier County,
City of Naples and City of Marco Island, which equate to $8,879, $3,552, and $1,776 respectively.
Everglades City is not asked to provide a local match as Collier Area Transit does not provide fixed route
service to that locale. FDOT typically awards Section 5305(d) funding in the spring of each year. The
MPO will return to the BCC each year to recognize its annual grant revenue from this multi -year JPA.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of
$127,862 in Growth Management Department (GMD) Grant Fund 711, Project 33449. The required 10%
match of $14,207 is budgeted separately in GMD Match Grant Fund 712, Project 33449. The required
matching funds in the amount of $5,328 are available from the City of Naples, the City of Marco Island
and Collier County. The County’s match in the amount of $8,879 are available in the MSTU General
Fund (111). Source of County's match are ad valorem funds.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County’s Growth
Management Plan.
RECOMMENDATION: That the Board authorizes the necessary budget amendments to recognize
Section 5305(d) Program grant revenue and match dollars totaling $142,069 in JPA Contract GO581.
