EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners (BCC) acting as the
Community Redevelopment Agency (CRA) approve an agreement with Collier County to accept
Community Development Block Grant (CDBG) funds in the amount of $200,000 for the for the
Immokalee CRA Sidewalks Project, authorizes the Chairman of the board to sign the grant
agreement, and authorize necessary budgets amendments.
OBJECTIVE: To provide safe pedestrian access through the construction of sidewalks for the
Immokalee community.
CONSIDERATIONS: On March 27, 2018 (Agenda item 16B2), the CRA approved an after-the-fact
Community Development Block Grant (CDBG) application to fund the Immokalee CRA Sidewalks
Project, administered by the Collier County Community and Human Services (CHS) Division as
summarized below:
The scope of the project includes the installation of sidewalks along two streets within the Community:
Carver Street from South Fifth Street to First Street and South Fifth Street from Eustis Avenue to
Delaware Avenue. These improvements will further implement sidewalk connections in the community.
On June 26, 2018 through a competitive process, the Immokalee CRA was selected and awarded grant
funds for the Immokalee CRA Sidewalks Project in the amount of $200,000 which is enough to complete
the design, permitting and some construction of the requested sidewalk improvement project but not
sufficient to complete all the construction requested in this grant application. The CRA is pledging a
monetary match of $100,000 to complete the design, engineering and permitting phase of the project
Staff will be working with the CHS Division to ensure that the project is completed to meet all grant
requirements.
FISCAL IMPACT: The total cost of the project is approximately $300,000. A budget amendment is
necessary to recognize CDBG grant funds in the amount of $200,000 within the CRA Grant Fund (715),
Project 33588. There is no required match for this grant. The CRA is pledging $100,000 of local funds to
complete the design, engineering and permitting phase of the project. A budget amendment is necessary
to recognize local funds in the amount of $100,000 within Immokalee CRA Match Fund (716), Project
33588. Source of local funds is Tax Increment Financing (TIF) derived from the CRA's property tax
increment.
GROWTH MANAGEMENT IMPACT: This grant opportunity furthers the programs and projects
within budgetary and policy guidance for the CRA and BCC of Policy 4.2 of the Future Land Use
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. - JAB
RECOMMENDATION: That the Board of County Commissioners approves an agreement between
Collier County and the U.S. Department of Housing and Urban Development to accept Community
Development Block Grant funds in the amount of $200,000 for the Immokalee CRA Sidewalks Project,
authorizes the Chairman of the Board to sign the grant agreement, and authorizes necessa ry budget
amendments.
