EXECUTIVE SUMMARY
Recommendation to approve a one-year time extension amendment to the Florida Department of
Transportation (FDOT) Joint Participation Agreement (JPA) G0575 of the State Discretionary
Transit Service Development Grant for the creation and implementation of a mobile phone
application for Collier Area Transit (CAT) passengers.
OBJECTIVE: To extend State Discretionary Transit Service Development JPA to complete the
procurement process and marketing plan to implement a mobile phone application for CAT passengers.
CONSIDERATIONS: On November 10, 2015, the Board of County Commissioners (Board) approved a
JPA with FDOT in the amount of $100,000 (50% FDOT, 50% Collier County) for the implementation of
an iPhone and Android application and marketing plan for CAT. FDOT executed the agreement on
December 1, 2015, and it is set to expire December 31, 2018. On August 2, 2018, staff submitted a
request to FDOT to extend the agreement to December 31, 2019. It has taken time for staff to develop the
scope for the procurement process due to the research and coordination required to ensure that the
proposal submitted covered the desired features for the mobile application. Staff is currently finalizing the
procurement process and expect to have a contract in place with the selected contractor by September
2018 with the project fully implemented by July 2019.
A summary of the reason for the time extension was included in the extension request to FDOT and is
attached to this Item. FDOT sent the extension amendment to PTNE staff on August 10, 2018, and is
attached for the Board’s consideration.
FISCAL IMPACT: There is no Fiscal impact associated with this Item. Funding was previously
appropriated within CAT Grant Fund (424) and CAT Grant Match Fund (425), Project 33447.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote. - JAB
