Meeting in and for the County of Collier, having conducted business herein
met on this date at 7 :00 PM at the Professional Development Academy at
Gulfview Middle School, Naples, Florida, with the following members

1. Fleischmann Property
a. Gordon River Water Quality Park - Ricardo Valera
· Rendering was displayed
· Slide Presentation given
· Location - Goodlette Frank
o 50 acres
o Filtration System
o Cascading Ponds
o Nutrients & Pollutants taken out
o Native plants to absorb nutrients
o At end of treatment will be a swale conveyance to bring
treated water to where a decision can be made on the need
of water and banking it.
o If so, injected into ASR (Aquifer Storage & Recovery) well
o If not and there is a surplus, will then go into the Gordon
Ri ver.
o Site has gopher tortoises - need to find a place for them
will build a preserve and relocate if they are healthy.
· Gave the various aspects of the Park
- Has Boardwalks
- Will improve the conditions of the water in Naples Bay
- Will manage water resource if reducing the amount of
nutrients
- Showed map
b. Caribbean Gardens - Marla Ramsey
Slide presentation given:
· Gave history from 2004 on residents voting to "Save the Zoo"
· Referendum on ballot to raise $40M to help purchase the property
· Blue Ribbon Committee established
· Parcels shown on slides (160 acres)
· Committee looking at three conceptual site plans (plans were
shown and explained)
They are currently:
· Talking with Fleishmann family
· Collier County will proceed with 2 appraisals (Take 60 days)
· Conservation Collier interested in parcels surrounding the zoo
- targeting lands for preservation
· Staff reviewing projects in the County for Florida Community
Trust Grant Submission
· At last Blue Ribbon Committee meeting they decided
Conservation Collier should submit a FL Community Trust
Grant for American Business Park

2. FEMA - Joe Schmitt
Slide Presentation given:
· Gave background and history of changing the flood insurance rate maps
· Were told from FEMA they were going to change the rate maps for
Collier County which would change the flood elevations for the County.
· Preliminary analysis was done by Tomasello Engineering and did not
agree with FEMA
· Appealed - and continued to work with FEMA and continued studies
· County and City committed to identify where the property owner should
be exempt and if the studies indicated they were not in the flood zones,
agreed to accept the data.
· Four years later a 16 month extension was approved.
· Costs to date $569,309
· The deadline now is March 31 st.
· Committed to meeting the deadline
· Maps of City were shown
· Accomplished: Approx. 7,000 properties in the Estates verified
exemption status, all homes now built will need to be surveyed at the
FEMA base elevation level rather than the local data that was used. Also
removed Golden Gate Estates from analysis meaning no insurance
required until the conclusion of the study.
Commissioner Coyle stated this is a very serious issue. IfFEMA imposes the
flood map originally established by them all the new construction in the past 10
years will become non-conforming structures. It will affect insurance rates and
resale values of the properties. Will change entire coastal area.
3. Transportation Concurrency Management System - Don Scott
Slide presentation given:
· Gave benefits and effects of concurrency - been in effect for 1 year.
· Have highest impact fees in the State
· Discussed right-of-way and construction
· Mitigation above and beyond impact fees
· Map shown of deficient roadways
· Discussed update of long range plan
· Addressed compute routes and high peak hours - need help from public in
spreading out those peak hours.
Commissioner Coyle mentioned since the Concurrency program had been
implanted there are 23 proposed developments affected by the System and
resulted in a wide range of benefits to the community. Has eliminated of approx.
3,000 building units. Concurrency system is working well.

4. Goodlette-Frank Road Widening - Norman Feder
Slide Presentation Given:
· Aggressive Program
· 6 laning Immokalee to fair grounds - north of Oil Well Road
· Vanderbilt Beach Road - 6 laning
· Golden Gate Parkway - 6 laning (in with State Interchange at 1-75 &
Golden Gate and overpass at Airport)
· Section of Goodlette-Frank - between Pine Ridge & Vanderbilt Beach
Road - 6 laning to Orange Blossom - 4 laning to Vanderbilt Beach Road
· Starting this year - Goodlette-Frank between Golden Gate Parkway &
Pompeii - widening from 4 to 6 lanes
· Showed signal improvements on Goodlette-Frank
· Burning Tree Drive improvements given
· Talked about drainage in area of canal with an interceptor pipe
Tentative Construction Schedule
· Phase I - complete before Thanksgiving
· Phase II - Thanksgiving 2005/06
· Other project let - Immokalee from 41 to 175 - 4 to 6 lanes
· 1- 7 5 to 951 - 4 to 6 lanes
· 951 to Golden Gate Blvd. - 2 to 6 lanes
· Santa Barbara/Radio Road - 2 to 4 lanes for sections
· South of Golden Gate to 6 lanes
· Rattlesnake Hammock future project
Commissioner Coyle mentioned to look at the number of North/South &
East/West roads. There is 6 or 7 North/South and 6 or 7 East/West roads in
Collier County, and all there ever will be. No place to put any more roads as they
have no intentions of bulldozing through existing communities. Options are
limited in the failure of planning many years ago as no road grid was established.
Options now are widening roads, improving the intersections and improving the
signalization. In peak season there will always be traffic congestion and will deal
with it by moving development further east. (Mostly retail and commercial)
Through smart planning and development they are diverting traffic that use to be
heavily burdened.
5. Conservation Collier Acquisitions - Alex Sulecki
Gave an update on the program with a slide presentation:
· Mission is to acquire, preserve, restore and protect sensitive lands in
Collier County for the benefit of all and future generations.
· They buy properties in the urban area and areas of coming developments
so they can preserve some of the special things in the County such as
vegetation animals to live, recharge areas, flood control and a quiet place
for people with nature.
· Have $75M for land purchases - 15% for land management
· Have 729 acres approved for acquisition currently.

· Have 4 management plans
· Gave property costs and estimates on slide presentation
· Showed several properties approved and acquired on map
· 2005 Program goals were given
6. Freedom Memorial- John Veit - Parks & Recreation
· May 25, 2004 the "What Does Freedom Mean to You" campaign was
launched - tribute to service members, honor law enforcement, fire
fighters, medical personnel and civilians who perished during the 9-11
terrorists attacks.
· September is Freedom Month
· An art contest was implemented - winners are on 3rd floor of the William
Harmon Turner Building
· Memorial proposals - 32 entries around the country - first floor
· Media support was great
· A panel will review the submissions and select 5 finalists - then forwarded
to BCC in April
· Private Donations are being solicited and are welcomed and will help
defray the costs of the construction of the memorial (Veterans Council)
Questions & Answers:
John Lee Arnold - addressed a problem in the Business Park with the storms this
past summer. Several trees were damaged and ended up on roofs. After trying to
obtain a tree trimmer to no avail, he trimmed the trees himself. Code
Enforcement stated they were trimmed incorrectly and there would be no fine.
The case is now ongoing 6 months later.
Commissioner Coyle responded it is going before the Code Enforcement Board.
The question of the trees being dead was discussed.
Joe Schmitt addressed it and stated he will take some pictures and find out what
the violation is for.
Don Spanier - Pelican Bay - Public Service Advisory Board & District 2
Advisory Committee - discussed the possible annexation to the City of Naples.
The County is a highly professional group and discussed the annexation. His
question was of whom they would go to for their needs and wants and who would
they receive the information from; from the County.
Commissioner Coyle responded that whatever decision is made, the district
boundaries would not be changed.
Sharon Kin2 - Commended the various programs presented earlier in the
meeting. She was concerned about the FEMA presentation and stated the staff

should be held responsible that the deadlines are met. She noticed last year and
this year's agenda didn't have any discussions concerning the Bayshore and East
Naples area. They have the Haldeman River Dredging project pushing for 10
years and haven't heard anything on it. Gordon River clean up is commendable,
but Haldeman River does not have nutrients, only runoff from the CC
Government Complex, Lakewood, Kings Lake, 41 Courthouse Shadows and
manmade trash and dirt. Felt it should be a priority since it runs into Naples Bay.
East Naples is a blighted area and formed a CRA and MSTU. The CRA helps to
improve the businesses and properties and needs to be a priority. They can also
use some Conservation Florida and green space. They have large projects coming
into the area and their properties are improving in value. They are the step-child
of the community and would appreciate support from staff and Commissioners.
More projects were discussed and asked to be included on the Agenda as part of
District 4 next year.
Commissioner Coyle commented on: Bayshore Improvement District - has
made strides or properties wouldn't be increasing. They are not ignoring them.
He talked about the CRA, Haldeman Creek development, the dredging being held
up by State and Federal agencies with permit requirements and the storm water
development.
Joe Schmitt stated they are in the final approval process for the Haldeman Creek
Dredging. In 6-7 months they should have all the permits including local permits.
Ben Tilev - Chairman of the Grey Oaks Government and Civic Affairs
Committee - expressed his appreciation to Commissioner Coyle for his help on
two issues of which one was in opposing the Golden Gate Overpass. The other
was with Waste Management and their lack of garbage pick-up.
Geor2e Dondanville - founding member of Pathways Advisory Committee -
discussed sidewalks and how the developers have been able to whittle away at the
laws. BCC made a mistake by not keeping greenways in LDC Amendment. Felt
sidewalks should be allowed to be on both sides of cal-de-sec streets. Challenged
the Commissioners to take a closer look at the LDC Amendment before final
passage.
Commissioner Henning stated he is aware of the Greater Naples Pathway
Committee and noticed after employees from Community Development and
Transportation and other agencies - they represent themselves. There is a need
for sidewalks, but is a balance. The Commissioners need to address what is fair
and balanced. It is important to provide green space within neighborhoods in the
County instead of concrete. Concrete costs money, it puts it back to the residents
and is not affordable living.
DSAC gives their recommendations to the BCC. Discussion followed.
