You turn a that and the washing machine's soapy rinse water disappears down a drain. You don't think about it, it just happens... As operators of the Water -Sewer District (District), Collier County's Public Utilities Division works hard to keep the 24/7/365 provision of clean, safe drinking water and sanitary sewer services as transparent to our customers as possible. You shouldn't have to think about it; that's our job. We do, however, need you to take a moment to think of how much it costs to keep the water flowing and wastewater draining away. The District faces sizeable expense in providing life - sustaining water and wastewater treatment services. However, the District does not receive revenue from property taxes or any other financial support from Collier County's general fund. The District is an enterprise fund; an organization that provides goods or services to the public for a fee that makes the entity self - supporting. The total cost of operations, maintenance, and capital improvements (non - growth related) for the District are financed entirely from user fees - that bill you pay every month. Every two years the District reviews its rates to make sure they are sufficient to cover the cost of providing services. By a Special Act of the Florida Legislature (Chapter 2003 -353 Section 6), rates are to be set at the level necessary to cover the cost of providing the services, but not to make a profit. Regular rate adjustments are necessary to make sure the rates generate the right amount of revenue and cash flow to provide reliable and sustainable services to the community. Rates must also maintain bond covenants, including debt service coverage, and provide funds for emergencies. The Collier County Board of County Commissioners approves the rates the District charges. On February 2, 2011, at its regularly scheduled meeting, the Board approved the Division's latest rate study and its recommended rates. For Fiscal Year 2012 (October 1, 2011, through September 30, 2012), the potable water and wastewater service rates will not change from the rate in effect for Fiscal Year 2011. On page four, we've provided some common water conservation practices you can easily work into your every day routine. Making water conservation a habit will help to reduce your consumption and, thereby, keep your monthly utility bill as low as possible. Wilson Miller general note number 2 on the Master Site Plan for Quincy Square indicated that a "Preconstruction Meeting shall take place with Collier County Compliance Services prior to the start of construction ". Plans and specifications for the installation of domestic water and sewer service lines to each residential building were prepared by HSA Engineers & Scientists dated 2009 that provided data and a calculations of plumbing fixture demand to be 90 DFU and sizing of the supply pipe to be 1.5- inches. W.J. Johnson & Associates' calculation using the same criteria estimated the fixture demand to be 88 DFU, which was also confirmed by Collier County Utilities at a recent meeting. The Florida Plumbing Code sizing table 603.1 has a cutoff of 86 DFU for a 1.5 -inch water pipe size and a 1.5 -inch water meter size. If, for example, the DFU had been 85 or less, the Florida Plumbing Code would allow a 1.25 -inch pipe size and a I -inch water meter size. The sizing of pipes and meters in this case is borderline. It is our opinion that the installation of 2 -inch meters for the residential buildings was unnecessary. While attempting to dig at the property across the street from the vacant lot, a homeowner came out and said she was not aware of what was going on and did not want us digging up her yard. Since our meeting, work orders for the meter installations at Quincy Square /Madison Park have been researched. The work orders show that the meters were installed by way of "meter hang ". This means the contractor installed the service line from the watermain to the meter box leaving the County to install the meter after - the -fact. This type of installation supports the conclusion that it was contractor's decision to put in the 2" service. It is important to mention that the lines within Quincy Square /Madison Park "dive deep" from the meter box going to the watermain, but the portions of the lines that were visible were 2 ". Also attached are the screenshots you requested showing the contact information for the 2009 permits. Pam Libby informed us that the water operations team should be able to undertake the meter changes to 1.5" meters and replace backflows on Monday, November 28 if she receives an early affirmative response to proceed. In order to proceed, your written authorization is needed to change to 1.5" meters and backflows for the 20 buildings that were previously requested to have 2 "meters installed. A simple e -mail response to me is all that is necessary to initiate the work. As discussed Wednesday, based on conditions found during field verification, the meters can be installed at the reduced tap cost of $347 per meter, and since the backflows can be re -used elsewhere, only the installation costs will be charged for them. Wilson Miller notes numbered 12 and 25 on the Phase One (Quincy Square) plans for Madison Park Master Water, Sewer & Irrigation Plan indicated clearly that "Collier County Public Utilities shall size all water meters ". 2. Wilson Miller general note number 2 on the Master Site Plan for Quincy Square indicated that a " Preconstruction Meeting shall take place with Collier County Compliance Services prior to the start of construction ". Plans and specifications for the installation of domestic water and sewer service lines to each residential building were prepared by HSA Engineers & Scientists dated 2009 that provided data and a calculations of plumbing fixture demand10 be 90 DFU and sizing of the supply pipe to be 1.5- inches. W.J. Johnson & Associates' calculation using the same criteria estimated the fixture demand to be 88 DFU, which was also confirmed by Collier County Utilities at a recent meeting. The Florida Plumbing Code sizing table 603.1 has a cutoff of 86 DFU for a 1.5 -inch water pipe size and a 1.5 -inch water meter size. If, for example, the DFU had been 85 or less, the Florida Plumbing Code would allow a 1.25 -inch pipe size and a 1 -inch water meter size. The sizing of pipes and meters in this case is borderline. It is our opinion that the installation of 2 -inch meters for the residential buildings was unnecessary. The Collier County Water -Sewer District is created by a Special Act under Florida Statute Chapter 2003- 353. The Special Act expressly states"... Free water and free sewer service prohibited ... " Further, of the 20+ buildings located within Quincy Square, all but 2 paid for their monthly water and sewer service. Any relief granted to the owners located within the 2 buildings would be unfair to the owners located in the other buildings that paid sewer fees. In an effort to assist in the financial impact on Quincy Square, I am able to offer Quincy Square an extended monthly payment plan, interest free. Staff has acknowledged this staff error; however, the utility must recover its cost of service. d) Finally, on the meter downsize, I believe the original proposal on replacing the meters was a cost of approximately 20 000. Consistent with Board approved ordinances and policies, staff has been able to reduce that cost to approximately $10,000. 1 requested staff to further review the age of the existing 2" meters. Staff has done so, and found that 17 of the 2" meters can be replaced as part of the utility's meter replacement program. This will be done at no additional direct meter cost to Quincy Square. The labor cost to change the cross connection devices for all 20 meters will be $540. The 3 remaining meters are not eligible for the replacement program, and will be charged to Quincy Square at a cost of $1,230. That miscommunication resulted in an overbilling by more than 300 meters serving customers between 2005 and 2008. "This is really, truly an accounting nightmare," he said. The audit began in August after Mattausch said he learned the city of Atlanta was having problems — from misreadings to wrongful billings — within its water department. Those problems, Mattausch said, prompted the department to take the initiative to do a water meter audit. That audit, still ongoing, began to look at whether the meters were matched with the right register, or the outside portion of the meter that shows the flow, and the flow accuracy. The first part of the audit found 19 cases in which a meter had a mismatched component. The initial results of examining the flow accuracy component troubled county officials. County officials randomly sampled 5,286 meters for flow accuracy and found 2 -inch meters were over - reading, and in some cases that amount was by 40 percent. The discovery prompted county officials to check all of the 2 -inch meters — primarily found in multifamily or commercial properties — in the county, Mattausch said. They'll either get a refund or a credit to the bill." But it's not just the customers that Mattausch said his office is looking out for. He's also hoping the results of Collier County's audit will prompt other utility companies to periodically audit their water meters. "The problem exists in other utilities, but we proactively found this problem," he said. "There's other utilities that haven't discovered it (yet)." Carolyn Andrews, deputy director of business operations for Lee County's water department, said Lee County had problems about five years ago when the water meters were first installed. There was a factory default in the meters, and the meters were immediately replaced, Andrews said. Lee County hasn't had any problems since. Officials with both the city of Naples water department and Bonita Springs Utilities said they haven't received complaints about meters over - reading. City Manager Bill Moss said the city's water department doesn't use the same type of meters as Collier County's utility and rarely has an issue with meters over - reading. "Generally speaking it's rare for a meter to read too fast," Moss said. "More often than not it reads less consumption." That doesn't mean the city hasn't had its own problems with faulty water meters. Two public officials — then -City Manager Frank Jones and then -Mayor Rudd Crawford — resigned in the early 1990s following a controversy surrounding broken water meters. Mattausch said commissioners are aware of the overbilling situation, and the ultimate decision on how to compensate those who overpaid will fall on their shoulders. It would require staff to research each of the approximate 56,000 customer accounts going back 24 months. This effort would be a tremendous effort for staff. On the other hand, management will query the vendor on the cost, method, and cycle time to add functionality to the system to identify and categorize customer complaints. Request: How are the meters read? Response: The Collier County Water Department reads meters utilizing two distinct methods for gathering data. The majority of the meters within the Collier County Water -Sewer District are sized between 3/" to 2 ". These meters are read through an automated meter reading system. The remainder of the meters, which are 3" and above are manually read. Both methods of meter reading send data to the InHance Billing System for processing. When the meter reading data is sent to the InHance Billing System for processing, all meters are organized within the InHance Billing System by cycles. Cycles are a set of meters, located within a geographical quadrant. For the %" to 2" meters, each month a file is downloaded from InHance by cycle and stored on a thumb drive. The thumb drive is then loaded on to computer located in the meter reading vehicle. The vehicle is then driven throughout the cycle area to collect reads. Request: How is the billing detail input? Response: Once a full drive of the cycle area is completed, the vehicle returns to the Distribution Warehouse. The thumb drive is then downloaded and reports are generated. At the same time, the reads for the cycle are uploaded into the InHance Billing System. The reports created include a Mobile Miss Report, and a Tamper Report. The Mobile Miss Report includes all meters where a reading was not collected on the first pass through the system, and the Tamper Report alerts staff to meters that are potentially leaking. Team members are then dispatched to review each highlighted item on the report. Also, whenever there is an "unusual" spike in consumption on an individual meter, staff has a verify process that generates a work order for a utility technician to visit the site to take a manual read (ie, reconfirm the auto read), check for leaks, and do a 20 gallon test. Request: I assume there's a reconciliation between physical usage and usage per the total bill by period. 6A Response: On a monthly basis, a report is generated of non - revenue water produced by the plants. This becomes a basis to ensure that whatever is produced is either billed or reconciled as non - revenue water. This ensures that, on a gross basis, all production is either billed or reconciled as non - revenue production. Request: How do you ensure that one customer is not being billed for another customers actual usage? As noted above, each meter has a unique identification number that is recorded when the meter is read. That meter identification is assigned to a single customer account. We were then invited to "investigate possible reasons" for the confirmed use of 46,000 gallons of water. 6 A When our telephone conversations with individuals at the water company yielded no satisfaction, we wrote a letter to Mr. Gary Morocco, a supervisor, and enclosed a check for $70, representing what we believed to be a fair payment since it was an average of all water bills paid in the past six months. A copy of our letter is attached. The crux of the written response we received from Mr. Morocco noted that although no one can account for the usage for which we're being billed, responsibility for the bill is ours. We were offered a three - month "interest free" payment plan. A subsequent telephone conversation with Peter Lund, Mr. Morocco's boss, convinced us that we had essentially no options. We were informed that technicians at the water department had found our meter to be working and, further, the 46,000 gallons had "passed through" it. The bill in question, for the period 6/9/11 to 7/8/11, is holding us responsible for $390.36 for the use of 46,000 gallons of water. This is, quite simply, preposterous. Even the water company recognized it as an aberration and sent us a letter, dated July 14, 2011, informing us that "there has been a significant increase in [our] water usage from previous months." We were then invited to "investigate possible reasons" for the confirmed use of 46,000 gallons of water. When our telephone conversations with individuals at the water company yielded no satisfaction, we wrote a letter to Mr. Gary Morocco, a supervisor, and enclosed a check for $70, representing what we believed to be a fair payment since it was an average of all water bills paid in the past six months. A copy of our letter is attached. The crux of the written response we received from Mr. Morocco noted that although no one can account for the usage for which we're being billed, responsibility for the bill is ours. We were offered a three -month "interest free" payment plan. A subsequent telephone conversation with Peter Lund, Mr. Morocco's boss, convinced us that we had essentially no options. We were informed that technicians at the water department had found our meter to be working and, further, the 46,000 gallons had "passed through" it. What no one could tell us was where all that water had gone. In the course of our attempt to resolve this issue, we have been told by representatives at the water department that: 1. Excessive charges such as the one we received "happen all the time" and are particularly prevalent between May and November. We find it interesting that these are the months when homes tend to be empty and the owners away. 2. 46,000 gallons of water could seep into the area's sandy soil without being detectable 3. A hose may have been left running. When we asked how long a hose attached to a faucet such as ours would have to run to lose 46,000 gallons of water, we were told "5 or 6 days." Nothing in this matter is making sense - except that we are being held responsible for water whose usage or wasting we not only question, but doubt.. Our neighbor, Don Roll, regularly monitors our house inside and out. He has seen no hint of any loss or seepage of 46,000 gallons of water. He has indicated to us that he would be very happy to share his observations about this matter with you or with anyone in your office. To maintain visibility of the progress of this Program, a weekly status report is provided to the Public Utilities Division Administrator. The Item II audit was set up as a three part program in order to fully assess the water meters used for billing water usage. The three parts of the audit are: Part A - Meter Size Field Verification Part B - Meter Accuracy QA /QC Assessment and Audit Part C - Fire Assembly Assessment As the audit progressed to Item II - Part B of the Program, the utility became aware of a usage measurement issue with certain 2" meters. The audit identified meters that were reading water usage between 36% and 47% higher than actual usage; the audit has also identified meters that were reading water usage between 10% and 100% lower than actual usage. It was determined that an expedited audit of 2" meters was necessary, and is separated below as Part B.1. Staff is working to determine the reason for the inaccurate meter readings, and a meter manufacturer has been contacted. The County Attorney's Office is part of the Audit Team to determine any potential product liability issues as the audit progresses. As staff determines that meters need to be replaced, the inaccurately- reading meters are removed and replaced with a new meter, and the customer is notified. A recommendation on policy related to adjustments to the affected customers will be brought to the Board of County Commissioners for review and approval. Program Overview The Program is divided into three parts, with multiple tasks in each. PART A establishes a 10 -year audit cycle that verifies the size of meters installed in the field and a confirmation process that the correct meter size is entered into the utility billing system database. How are the meters read? How is the billing detail input? What controls are in place to ensure there is no possibility of intentionally or unintentionally overcharging a customer? When our telephone conversations with individuals at the water company yielded no satisfaction, we wrote a letter to Mr. Gary Morocco, a supervisor, and enclosed a check for $70, representing what we believed to be a fair payment since it was an average of all water bills paid in the past six months. A copy of our letter is attached. The crux of the written response we received from Mr. Morocco noted that although no one can account for the usage for which we're being billed, responsibility for the bill is ours. We were offered a three -month "interest free" payment plan. A subsequent telephone conversation with Peter Lund, Mr. Morocco's boss, convinced us that we had essentially no options. We were informed that technicians at the water department had found our meter to be working and, further, the 46,000 gallons had "passed through" it. What no one could tell us was where all that water had gone. In the course of our attempt to resolve this issue, we have been told by representatives at the water department that: 1. During our discussion the other day, I mentioned that if the results showed the meter to be accurate, the temporary meter in the ground while the old meter was being tested would be removed and the old meter would be put back in place because the meter at this location is not eligible to be replaced free of charge as part of our normal meter replacement program. However, because you are having difficulty determining how and when the water is passing through the meter at your mother's home, we will keep the new meter in place. The new meter digitally stores water consumption day by day, hour by hour, gallon by gallon. Should you see that consumption is unusual, you can call customer service (252 -2380) and request a data log which will tell you exactly when water passed through the meter. From that information, you will be able to identify exact times of the day (or night) when consumption is registering on the meter. I hope that type of information will enable you to identify what might be happening behind the meter. Based on the results of the test., per the billing rate schedules, there will be a $140 charge on the account to cover the time and equipment costs for the bench test. He is up north and has the water off to his house and does not irrigate with our water, he buys it from the Audubon Community. If there was /is a break in the line he didn't want any more water wasted. He wants to be sure the meter is in fact working properly. He does have a pool and indicated if he found out the pool person left the water on he understood that he would need to pay the bill. He is very upset and cursed at me, but did apologize for taking his frustration with the water department out on me! Apparently we could not/would not send someone out right away to ensure that the water was off at the main line from the county. The technician issued work order 269912 to request a utility technician visit the site to visually verify the meter reading taken on February 2 and to check for leaks. The utility technician verified the meter reading was correct and noted that the meter was not running (i.e. no leaks). She then called Mr. Giangrossi to notify him that 106,000 gallons of water had passed through his meter between January 3 and February 2, 2012. Mr. Giangrossi requested a utility techncian again visit the site to ensure there were no leaks and to shut the water off at the meter. A utility technician visited the site on February 13 per work order 270357, noted the meter was not running, and performed a 20 gallon test. The test indicated the meter is funcitoning and recording properly, and also turned the water off per the customer's request. On Monday evening, February 13, George Yilmaz phoned Mr. Giangrossi to discuss the findings of the utility technician's visits and to inform him that the water had been shut off at his request. Dr. Yilmaz also discussed with the customer that the water cannot be turned on at the meter by any one other than a utility staff member. Mr. Giangrossi then discussed the possibility that his pool maintenance company may have inadvertantly left a hose running in the pool following his weekly service. Based on the results noted on both work orders, the customer surmized that there were no leaks (meter no running on both occassions when the utility technician visited the site)and would contact his pool maintenance company. Per the Community Science Action Guide, a running garden hose uses 600 gallons per hour, which would result in consumption in excess of 100,000 gallons if left running for one week.
