PROCLAMATION
WHEREAS, Diabetes is a chronic, incurable disease that affects more than twenty-six million
children and adults in America, about 8% of the total population and almost 15% of
African Americans; and,
WHEREAS, another 79 million Americans have pre-diabetes, a condition that puts them at the
highest risk for developing Type 2 diabetes; and,
WHEREAS, medical statistics show that African Americans, Hispanic/Latino Americans, American
Indians, and some Asian Americans and Native Hawaiians or Other Pacific Islanders are
at particularly high risk for Type 2 diabetes and its complications; this includes a more
frequent diagnoses of Type 2 diabetes in children and adolescents; and,
WHEREAS, in 2012, the economic cost of diabetes and diabetes related complications to the United
States was estimated at $245 billion annually; and,
WHEREAS, diabetes is generally under-reported on death certificates, particularly in the cases of
older persons with multiple chronic conditions such as heart disease and hypertension, so
the toll of diabetes is believed to be much higher than officially reported; and,
WHEREAS, 25% to 50% of people with diabetes do not know that they have the disease and high-
risk ethnic groups are in great need of a multi-lingual awareness campaign; and,
WHt.REAS, since 1991, the International Diabetes Federation and the World Health Organization
have observed World Diabetes Day as an official United Nations World Health Day; and,
WHEREAS, this worldwide observed day includes an increase in community awareness of risk factors
and symptoms related to diabetes can improve the likelihood that people at risk for
developing diabetes receive the intervention they need; and,
WHEREAS, the Collier County community is urged to combat this disease and its life-threatening
complications by familiarizing themselves with the diabetes warning signs, making healthy
lifestyle choices with respect to diet and activities, and by accessing the best quality of
care that Collier County provides to its citizens.
NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier County, Florida,
that November 2013 be designated as
DIABETES AWARENESS MONTH
