Backup Documents 06/25/2013 Item # 4B PROCLAMATION WHEREAS, Diane Flagg began her career with Collier County Government in .1981 as a Paramedic in the EM, Department; and, WHEREAS, her roles with the county increased in responsibility over the years as she progressed to Director o EMS, Chief of EMS; and, WHEREAS, while she was the Emergency Services Director, Diane was key in saving the County several milllo, dollars through the successful resolution of the Fair Labor Standards Act issue; an National issu4 that had cost other Cities and Counties millions of dollars; and, WHEREAS, a landscape master plan was implemented and more than 100 miles of roadway medians were landscaped while she was the Director of Alternative Transportation Modes Department; and WHEREAS, the fledging Collier Area Transit bus system exceeded the one million passenger boarding's benchmark; and WHEREAS, her career culminated with her dynamic transformation of the Code Enforcement Department, when as Director, she developed a Blight Prevention Program that lead Collier County through the wars economic crisis the County had ever faced; and, WHEREAS, the Blight Prevention Program was developed to create strategies to address the more than 26,001 pre-foreclosures filed using a Three Pronged Action Plan that created effective coordination an successful outcomes between government and private agencies, community members, banks and lender. and the legal system; and WHEREAS, since November 2008, banks and lenders have spent $3.2 million dollars, an average of$14,000 pei week, to maintain foreclosed properties; and WHEREAS, Diane has received numerous awards throughout her career including EMS Administrator of the Year, Florida EMS System of the Year, United States EMS System of the Year, EMS Hall of Fame Inductee, Award of Excellence for Bus Exteriors and System Promotion, Award of Excellence foi Landscape Maintenance and Award of Excellence for Landscape Design and Construction, and National Achievement Award for the Blight Prevention Program; and, 4HEREAS, Diane Flagg has made an indelible mark on the community of Collier County through her efforts ant the Board of County Commissioners and the entire county staff wish her luck in her retirement.
