Our organization represents citrus growers here in Southwest Florida's "Gulf' production region which includes... Collier, Charlotte, Glades, Hendry and Lee Counties. r I am pleased to recognize several of our members, industry supporters and scientists... that are also here this morning to support the recommendations that are being proposed that will allow for more effective and efficient operations at the Immokalee Airport,... while at the same time ... keep the airport SAFE and operating in accordance with Federal, State and Local rules and regulations!!! WE would like to extend our sincere THANKS to Commissioner's Henning, Hiller and Nance for their efforts in addressing the KEY issues related to the Immokalee Airport! As WE are all aware, the Immokalee Airport's strategic rural location and operations are critical to the very survival of our "Citrus /AG communities'. And, the Immokalee Airport, from which Fletcher Flying Services, Inc. provides its aerial spraying operations... has grown in its economic importance to our industry—as citrus growers in Collier and Hendry Counties battle the deadly "GREENING /HLB" disease! As YOU have heard... GREENING has the potential to "WIPE OUT" thousands of acres of citrus trees ... in our region ... as well as throughout Florida, Texas and - California!!! HAND OUT GCGA NEWSLETTER WITH "GULF CHMA' ARTICLE 14A 2 1 Working with OF /IFAS /Southwest Florida Research and Education Center scientists, Florida Department of Agriculture/ US Department of Agriculture regulators and aerial applicators... such as Fletcher Flying Services ... our association has put together one of BEST programs in Florida to reduce the populations of the Asian Citrus Psyllid ... the tiny insect that spreads the "Greening" disease. At the center of this effort ... is an intensive, cooperative aerial spraying initiative... most of which is coordinated through Mr. Fletcher's good services. Our region ... SW Florida was the first geographical area in the state to organize the effort ... which was recognized by the National Academy of Sciences... and labeled as "Citrus Health Management Areas or "CHMAs "! Today, over 30 CHMAs have been established throughout Florida's citrus producing counties. As you will note from the article that I circulated, WE are in the process of "re-organizing our "Gulf CHMA" into smaller zones, so that we can be even more effective in our efforts to reduce psyllid populations and slow the spread of the disease! Mr. Fletcher's aerial services will certainly remain a very strategic part of our efforts. The decisions that you make today... regarding the Immokalee Airport are very timely ... and provide positive economic and operational SOLUTIONS to the issues that have evolved at that facility over the past several months. Although GCGA is supportive of ALL the proposed recommendations that are being presented today ... WE are particularly supportive of the RECOMMENDATIONS) to AMEND Section 4 (Fire & Safety) of the Airport Rules and Regulations to allow for what is called "Hot Fueling" provided that-prior approval by the Airport -Authority is granted ... and that the request is accompanied by Standard Operating Procedures (SOP), as well as proof of adequate insurance. And, further that the AMENDED, Section 4 (Fire & Safety) of the Airport Rules and Regulations to allow for "Hot Fueling" be extended to Fletcher Flying 14A 2 Services, Inc., provided that the company provides the required SOP and insurance as proposed. Our support is based on our understanding that "Hot Fueling" is an authorized and "common" practice at rurally - located airports throughout the U.S., which are providing agricultural aerial spraying services! Also, and most importantly... this procedure allows for the most "ECONOMICALLY" efficient and timely spraying operations for citrus groves .... as well as for the life and operation aircraft! Simply stated... "Hot Fueling" saves both TIME and MONEY! Again, thank you for your leadership in working to resolve th6 issues related to the Immokalee Airport ... and its growing importance to the agricultural communities that it serves. This facility and its operations is economically critical to our industry... particularly at this time ... and as a strategic "base" for our battle against citrus "Greening "! We respectfully request your support of the recommendations that are before you as members of the Collier County Airport Authority. 14A 2 GCGA Leaders Plan "Gulf CHMA" Enhancement continued from page one statewide CHMA program, presented an overview of the newly created CHMA Sectional Mapping Program. He explained that this new tool is intended to provide growers and industry leaders with an interactive perspective of ACP "pres- sure" throughout the state. The innovative CHMA Sectional Mapping Program uses the ACP data collected through the joint USDA /FDACS surveys up to 6,000 citrus blocks at three week intervals. The data is displayed by Township, Range and Section (TRS) of scouted grove blocks. There can be numerous multi- blocks in a TRS and of course the number of psyllids probably would not be unique. ACP counts are sorted and averaged according to TRS. Then, the average ACP count is plotted on the interactive TRS map. Growers and industry leaders can use the CHMA Sectional Mapping Program to identify areas /blocks within each CHMA that are facing ACP "pressure," and can take corrective action accordingly. Page encourages growers to access the program by going to the CHMA website, www. flchma.org, and clicking on the CHMA Sectional Mapping Program banner. Growers are asked to sign up for the pro- gram by providing their name, email, and entering a username and password. The "multi - block" IDs (MB ID #s) are used by USDA/ FDACS grove block surveyors as the loca- tion name for each block being monitored for psyllids. By acquiring their "multi - block" IDs, growers can retrieve block specific data from the CHMA website, including a bar graph showing ACP counts over a number of survey cycles. Paul Mears, environmental supervisor, DPI /FDACS, who covers the "Gulf CHMA' acreage, re- ports that the MB ID #s also allow growers to retrieve their block specific data on the CHMA Sectional Mapping Program for each survey cycle. From the www.flchma. org home page go to "Active CHMA web - sites" click on "Gulf CHMA' (2nd from the bottom), then "Psyllid Scouting Reports" and finally ACP block specific report spreadsheet." This will bring up an Excel file which includes a "Data" sheet with all the counts for specific blocks and scouting cycles. Non - producing less than 3 years. 9) EN14 U W Cow a Q w Agenda Item # �2 Meeting Date: b Z0�3 Presented by: 0 Gulf elviTs Citrus Growers Spring 2013 GCGA Leaders Plan "Gulf CHMA" Enhancement Following the 3rd International HLB Research Con- ference and related "Grower Day" workshop, held at the Citrus Research and Education Center at Lake Alfred, highlighting the progress that scientists /researchers are making in battling the disease, many "Gulf' growers are intensifying their "short term" strategy in renewed efforts to fight the "greening" bacterial disease. Dr. Harold Browning, chief operations officer at the Citrus Research and Development Foundation (CRDF), reported that he is very encouraged by many CRDF- funded researchers' reports presented at the HLB Research Conference, particularly the nine antimicrobial chemicals that show promise to counteract the HLB bacteria in a tree without toxic effects to the plant. However, the "realistic" scientific consensus seems to be that use of these materi- als is still years away, although CRDF will be working to make them available as quickly as possible. Reports presented by OF /IFAS scientists at the "Grower Day" session March 6th were brief summaries of the reports presented by the HLB conference researchers. The OF /IFAS scientists concluded... that in the next few years... I growers have two key "tools" to use together to slow and control HLB in their groves: 1) an enhanced nutritional program; and 2) coordinated, regular insecticide spraying to reduce Asian citrus psyllid (ACP) populations. Based on this current information and focused on "short term" HLB "battle strategy," the Gulf Citrus Grow- ers Association's "Gulf CHMA' leaders held a planning session on April 9th to re- evaluate efforts to fight HLB in the region. Participants in the planning session included: from USDA /APHIS Tim Riley, David Munyon, Sharon Hayes and David Petendree; from FDACS /DPI Greg Carl- ton and Paul Mears; from OF /IFAS' Drs. Jackie Burns, Phil Stansly, Moneen Jones, Mongi Zekri and Brandon Page; and from GCGA Wayne Simmons, Mark Colbert, Paul Meador, Tom Kirschner and Jerry Newlin. Participants focused intensely on data collection logis- tics and methodology, data reporting and analysis, data accessibility to growers and how best to engage growers in data use to improve their coordinated spraying effec- tiveness against ACP populations, especially in the areas deemed "hot spots" in their groves. Brandon Page, OF /IFAS program assistant for the continued on page six President's Message This spring has been a joy for growing citrus due to the timely rains that we have been getting this month. Trees are finished or almost finished blooming and tree health is finally improving! As we look back to fall and winter ...the optimism that we had this past summer quickly disappeared... as growers every- where experienced rapid and intensive fruit drop. Without doubt, the realization that citrus "greening" is severely impacting growers throughout the "Sunshine State" has become very apparent. As we moved into the winter months, growers also expe- rienced tree health decline, with leaf drop and limb die back. Needless to say ...the situation during the past few months has created much consternation in our industry. In spite of our current situation in deal- ing with HLB, please remember that the GCGA, along with key grower leaders, our multi- county citrus agent and research- ers from OF /IFAS' Southwest Florida Research and Education Center, organized Florida's first effort in our fight against the psyllid and HLB! Even before the U.S. Academy of Sciences recommended that growers establish "Citrus Health Manage- ment Areas" (CHMAs), growers and scien- tists in the "Gulf' region were coordinating area wide spray programs to reduce citrus psyllids and slow the spread of HLB. Inter- estingly, the key recommendations being promoted by scientists to growers following the 3rd International HLB Conference held this past February in Orlando ... is to vigor- ously spray for psyllids and enhance tree health to the maximum. We are five years removed from the first HLB find in our state, and we are in a fight for our survival! In addition to working to coordinate our "regional" attack on HLB, your association Wayne Simmons has been actively engaged in the process to secure research funding for the HLB fight! We have been to Tallahassee to tell our story, and the "Gulf" area legislators have been very supportive. I would like to thank each Senator and Representative who has supported our citrus industry in the battle against citrus "greening." Your GCGA leaders have also been telling the HLB story to our Congressional delegation, and I feel confident that we will see more support from Washington. As you are keenly aware, water rights and issues are present regardless if we are facing a drought. Water is the life blood of our industry ...and we are actively engaged in the political process to maintain it. Your association continues to be involved with the South Florida Water Management Dis- trict, the Florida Department of Environ- mental Protection, and the Florida Depart- ment of Agriculture /Office of AG Water Policy in its efforts to keep water flowing into our groves. GCGA has also held nu- merous meetings with the US Army Corps GCGA Schedules 27th Annual Meeting The board of directors of the Gulf Citrus Growers Association has scheduled the organization's 27th annual meeting for Wednesday, June 5th. The annual meeting and member luncheon will be held at the Townsend Agricultural Center in LaBelle. The annual "business session" will begin at 10:30 a.m. and will feature updates from GCGN s leaders on the association's pro- grams and activities that were implemented throughout the 2012 -2013 year. Association members will be receiving invitation letters to the 27th annual meet- ing along with RSVP cards for the annual luncheon. There is no charge for the lun- cheon. Members must register by RSVP V, card, calling the office (239) 690 -0281 or sending an e-mail reservation message by May 28th. As part of the annual meeting, GCGA will officially seat its board of directors and officers for the 2013 -2014 season, based on the results of the annual county elections that will be held on May 16th and 17th. The Gulf Citrus Growers Association's Scholarship Foundation will also hold its annual meeting on June 5th in conjunction with GCGA's session. As you are aware, the Collier County Airports are not self - sufficient and the goal is to become as self sufficient as possible. This is not only the mandate from the County but more importantly the FAA and FOOT for airports that receive grants. 1 14A 2'1 Our current rates and charges structure is based on appraisals to establish land value and these appraisals are on file with the FAA. Those appraisals affirmed that $0.14 was the value of land on the Immokalee Airport and a slight discount of $0.10 was given for aeronautical land usage. These are the rates that all new 1 long term leases with the Immokalee Airport contain. There is a significant difference in the value of improved land (concrete staging area) versus grass. Therefore, I sincerely believe that his current rate of $0.33 is FMV. Having said that, I could support a value of $0.25 per square foot as a compromise for Mr. Fletcher which is $0.08 less than what he currently pays. This would equate to an amount of $2,500 per year before taxes. I would also implement escalation within his lease that is tied to CPI. It is my belief that anything lower would not validate what we have already confirmed by appraisals that were conducted in 2011. I felt that I had met those requirements when we met prior to the board meeting and based on your initial response to approve the plan at the BCC meeting. At that point, other Commissioners made comments which led to a reversal of your approval. Based on the Board of County Commissioners direction, I proceeded to work on a plan that involved a pro forma format with the assistance of the Clerk of Courts office and the County Office of Management and Budget. I do agree that the pro forma formula used to display fuel (AVGAS) did not accurately depict my projection of increasing fuel sales $25,000 per year. I believe that after this adjustment it will not change the projection that the airports can be self- sufficient in 8 years. I will work with the Clerk's office so that the formula used is accurate. However, this pro forma was met with even more demands than were ever mentioned in the previous meetings leading up to yesterday's presentation. As the author of this plan, I see the Board of County Commissioners direction as a constant moving target with every presentation generating even more demands. As a prior aviation consultant, I have been willing to provide the Board with presentations and data that is normally outside the scope of an Executive Director. The Executive Director's role is normally the implementation of the master and business strategic and tactical plans. I believe that any future information related to business and strategic or tactical planning should be provided by an outside consultant. I would be happy to work with any consultant that you would hire to perform that task and work toward the implementation of those plans if the Board desires. As it relates to the lease agreement for the staging area, Camden and I did agree that $.24 per square foot is an acceptable /compromising rate. Mr. Fletcher currently pays a rate of $33 per square foot. If I recall, this would garner approximately $2,400 per year not including taxes.
