The county is proposing to squeeze a $1.400,000 road into an area where it doesn't seem to fit! This extension will cause thousands of residents to share a two -lane road, their only ingress /egress into their communities with traffic from two major six lane roads, as well as an interstate. All this, for a road that we believe will have minimal positive impact on the "Grid ". Information: • You were all copied on the primary concerns the residents have via emails, phone calls, news articles /editorials, and public meetings. I will not take this time to revisit all of those issues, but I would like to mention some current information. • With the recent decision to postpone the build out of the "Grey Oaks" development until 2018, any potential added traffic to the GRID is no longer a pressing concern. • We currently have over 400 signatures on a petition opposing this road. These signatures represent a total number of household members that approaches close to a thousand people. This number continues to grow, as residents in surrounding communities become more knowledgeable about this proposed project.. Questions: • Why is this project so important to the county? • County analysis doesn't support constructing this road at this time. What's the rush? • There are several speculative reasons, such as they are trying to revive the "Green Boulevard" project, or there is pressure from potential developers, because this road would be necessary for any additional housing projects. • This road simply does not pass the "test" of logic, fiscal responsibility, or function at this time. So why do it now? Recommendations: ♦ We would like to recommend that the county commissioners use the available funds to develop a more needed county project in these financially difficult times, versus develop a road that nobody in the area actually wants or needs. Closing: In closing, we respectfully ask that you listen to the concerns and positions of the residents in the Marbella Lakes community and surrounding communities. These are hard working people who came to Collier County to retire or raise their families. Many have saved their entire lifetime to make this move to Paradise! There is no apparent urgency to build this road and there might be no demonstrable reason for the road at all. More time is needed to reconsider this project and evaluate alternative possibilities. There is plenty of time to create a better plan for the future. Thank you for your attention today. Assuming the vehicle growth is 2% per year as the County models show, this expenditure will save only 2 years of Pine Ridge potential failure 3. Pine Ridge will still fail by 2035 regardless of what is done at Whippoorwill, so $1.5 million spent on the extension will not stop a failure and much more substantial investment will be required to address the Pine Ridge failure. For the good of the County and the good of the local communities in the Whippoorwill area, the only logical decision of the Commissioners would be to use a portion of the $1.5 million to complete a stud X of how to address Pine Ridge's 2035 traffic needs. Thank you for your interest. 110-CK Letter to the County Commissioners from Jim Smith, President of Marbella lakes Homeowners Association: In January 2013, oddly one month after turnover by a major Naples developer (GL Homes), Marbella Lakes homeowners were informed that a road project that they were told had been put on hold until at least 2035, was going to be started in a couple months. Understandably. For those who moved in during the prior couple years, to be informed of a major road project immediately outside our gates was distressing to say the least. Fortunately, the discussions and additional studies that have been pushed by Marbella Lakes and other communities have been able to clearly identify the logic and facts about this project. It is now very clear that the Commissioners can vote to complete a $1.5 million plus road project that is not needed and not wanted by anyone other than County staff, or the Commissioners can see the lack of logic and overturn this project. The Whippoorwill project could possibly have two logical reasons to proceed. First was the concept that the project will benefit the local residents in the Marbella / Whippoorwill area. I believe the public meetings that have been held have made it abundantly clear that none of the communities in the local area are in support. Second was the concept that the project is needed to alleviate excess traffic on Pine Ridge Road. One of the Commissioners here today asked me specifically if I would support the roadway if and when the traffic needs of the County illustrated that it was essential to the County. My answer was then and continues to be that even though we would not want such a roadway, we would have no logical arguments against a roadway that was required to meet the County traffic needs. The need of the whole county would and should outweigh the desire of an individual community. When the most recent traffic study showed that the roadway would not alleviate any issues of Pine Ridge, we were amazed that the County staff are again raising this project at this Commission meeting. The recent traffic study that was forced through by our protests, revealed in the opinion of the external traffic study experts: 1. Pine Ridge and the area in its current state will not have a "failure" level of traffic flow until after 2027. Even then a failure does not mean a change is required immediately. During the period of 2005 - 2008, Pine Ridge was in "failure" mode while Golden Gate Parkway was built. 2. The traffic flow that will be removed from Pine Ridge in 2035 (at the maximum end of the study period) will be 2,200 vehicles per day.
