Backup Documents 05/14/2013 Item # 7130513 ,♦ Grab the Bull by the Hom Sunday 14 April 2013 19:41 1 Written by Victor A Valdes Grab the Bull by the Horn 7--Pub" C covy)&-Ypr Every death in the family hurts. But it hurts even more when it happens due to the negligence or lack of assistance from medical professionals who sbould have been there to provide first aid and responded quickly and safely. That is why the Minard family is in such pain over the loss of their son Chaz The Bullfighter will publish a letter from Mr. Charles Minard explaining the events, but first the Bullfighter will join the Minards in publicly denouncing their loss and briefly explain that he has something else in common with the family. On October 5, 2010, I called 911 to ask for help from the EMS to get my sister, Naida J. Valdes, to the hospital Both Daphne, the nurse assistant at my sister's house, and I pleaded and finally demanded that the EMS personnel transport the patient to the hospital My sister also asked to be taken to the hospital, but it was useless. To make a long story short, the EMS personnel refused to take her to the hospital. They alleged that they were qualified to determine whether or not it was necessary to transport the patient. They said that after they tried to get her from the bed to the stretcher. My sister was short, but she weighed a bit over 300 pounds. So it was diflicuk for them to move the patient and decided not to transport her. This was at 1 I :43 pm that day. That night in the early morning hours of October 6, a few short hours after the EMS personnel refused to take the patient to the hospital because they said it was not necessary, Naida J. Valdes, the Bullfighter's sister, died `unnecessarily," just as Mr. Minard explains about Chaz I later called 911 again to get the EMS and said I wanted to file a complaint for the unnecessary death ofmy sister. I did it even though the official said I shouldn't do that. In the end, I made a declaration that appears in Incident Report number 1000026142. Here is a brief passage from the report I made the same day on October 6, 2010: "The conversation with Victor and Daphne revealed that EMS had been at the residence and saw /treated Naida the previous day (10- 05 -10), and according to Victor EMS `REFUSED' to take Naida to the hospital. One of the medics at the scene asked me if it was true that EMS had been at the house as claimed. I checked and found out that EMS had been at the same house around 11.43 the previous day" (just a few hours before Naida passed away: this is my note). The report continues: "Victor claims that if Naida had been taken to the hospital her death could have been averted. Victor also told me that at that time EMS (10- 05 -10) recommended that he take her to her doctor to get treated." 1, the Bullfighter, consider that EMS allowed my sister to die `unnecessarily ". For this reason, I join the Minard family in publicly denouncing these deaths. And now, the letter written by Mr.-Charles Minard: On December 14, 2012 we found our 25 year old son in bed and in cardiac arrest. EMS response time was 13 minutes when we live 3 miles away from EMS, yet the police and fire department were here in 5 -6 minutes. We were told by asst. Chief Dan Bowman that a call never went out from the dispatch for a medic to come to our son's rescue. Later we found out that was a he and that the EMT's were too busy cleaning to hear the call, plus their fail safe "back up" plan failed. Many people we talk to have had similar story's Ike ours, response times from EMS being anywhere from our 13 minutes up to 45 in one case. Also someone did something to our son's head they must have dropped him, and hit his head on something we don't know what happened. But we do know he did not look like that before they got here. Let me ask you in such critical moments of life do you think it's a good idea to be bit in the head or dropped by the very people that are supposed to be saving your life? I mean the fact that it took so long to get here is bad enough On the 21 st of December we had to make a decision to turn the machines off because the doctors assured us that our only son would never wake up again. As a parent we hope and pray to God this never happens to you, your child loved one or even someone you know. Law currently has it that because he was not married and had no living children so he basically has no rights. I mean he was stall a student, one and a half years from his Bachelor's degree in computer networking. He still lived at home, even when he was nnarried and then while he stayed in the hospital with his son for 2 '/2 years, we kept his room for him After his baby passed he moved right back in to his room He was loved here and needed here, he was our child our son. We want better medical care and better response times from EMS and to know our love ones are safe in the hands of the very people we TRUST with our lives. So that in the future someone else's child/loved one don't die. Perhaps hiring a private ambulance company and nmr»ng EMS separate from the police and fire. We want EMS to improve their dispatch system, perhaps louder alarms then their vacuum cleaner. That's another thing EMS should have someone else cleaning their bolding. Imagine the jobs that would be created. The first res- ponders and fire department we later found out had dropped Chaz to the floor, they need to be more careful with their patients and be held accountable for what they did to Chaz Our son could have survived had he not suffered a traumatic brain injury at such a critical time. WE ASK YOU IS THIS WHAT YOU WANT FOR THE STATE OF FLORIDA? We want the laws to change giving `arerrts" to& over their children when they stall live with their parents, and are stiff dependents. www. lasr> acionesnem. corririndexphp? rieur-article&cabd=1:artides&d =16: grab - the bull- by- Uie- horn&trro= cornponent&print= 18Ialout= default&page= 1/2 13/05113 • Grab the Bull bythe Horn Florida statute 768.28 Need's to be changed all cases are riot the same and to put a limit to the value of a hurnan life is just not right. To us his life was very valuable as he was still a student with many loans and a pronrising future. He was getting a bachelor's degree in his field and going to start his own networking business, Chaz was working on the business plan for his future and for ours. HTPA laws need to be revised, in such cases as ours we should be able to know exactly what happened to our son. Who else did he have that cared? Our son lived with us he was still our child, we gave him fife and should be able to have access to the information we need without having to hire lawyers. Upon arrival I met with EMS personnel who had arrived before me, and learned from them that the individual for whom emergency services was summoned, victim NATDA JUANA VALDES, was deceased. As EMS personnel tended to their duties, I spoke to the VICTOR VALDES and witness DAPHNE JOHNSON, and was provided the following account of events (in summation): victor is the brother of Naida, and Daphne is a home health nurse that has been tending to the at home medical and personal needs of Naida for several years. At about 0600 hours this date Daphne was with Naida, who was in a normal physical state for her, save for some heavy breathing. The heavy breathing was attributed to recent movements made by Naida, and Naida did not complain of an 11Y e-ft-raordinary discomfort or condition. Naida fell asleep a short time later. At about 0708 hours, Daphne went to check on Naida and found Naida unresponsive and apparently deceased. Victor summoned emergency services. Further conversation with Victor and Daphne revealed that EMS had been to the residence and saw treated Naida the previous day (10-05- 2010) , and according to Victor EMS "refused" to take Naida to the hospital. one of the medics on scene asked me to ascertain if EMS had been to the house as claimed. I made that confirmation, and learned that EMS was at the same residence at about 1143 hours the previous day. victor contends that Naida should have been taken to the hospital, and that Naida's death may could have been prevented by such transport. Victor also told me that EMS at that time (on 10-05-2010) advised him to take Naida to see her personal physician that day for the best treatment. Victor also contends that a new medication provided by Naida's doctor contributed to her demise, as Naida's condition worsened after taking the medication; Naida bocama confused and .1isorientod after such medication. EMS left we with the required paperwork to pass on to the medical onaminer. I completed an Initial Notification of Death form for the medical examiner. I made telephone contact with the office of Naida's physician (Dr. Janet Polito) , and informed the officer worker (Lindsey MaHwell) of what had happened to Naida. I was advised that Dr. Polito would sign a death certificate for Maida, and that Naida and Dr. Polito were long time doctor/patient. As there more no plans for the eventuality of maida's death, Southwest est Body Removal as summoned to the scene and took Naida to a funeral home pending final Re 407 Officer: Ii ri c t /Sec t ion: A2te Printed: Tony Lauer 0702 District 2 1010612010 C0111ex County Shezixt,s office, Naples, FL Page 5 of 6 (PLEASE PRINT CLEARLY) MEETING DATE Agenda Item # (Circle Meeting Type) Regular Special Workshop Budget AGENDA ITEM TITLE /,; n TITLE / `P 5 .
