Harmon Turner Building, Administration Building F, Collier County Government Center, 3301 E. Tamiami Trail, Naples. In regard to the public meeting: All interested parties are invited to attend, and to register to speak and to submit their objections, if any, in writing, to the board/committee prior to the meeting if applicable. All registered public speakers will be limited to five (5) minutes unless permission for additional time is granted by the chairman. Any person who decides to appeal a decision of the Board of County Commissioners or quasi-judicial board will need a record of the proceedings pertaining thereto, and therefore, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence úpon which the appeal is to be based. County Manager Jim Mudd presented an overview of the goals of the workshop, one of which is to address each commissioner's top 3-5 issues, to get direction, and integrate that direction into the budget process. a. Mission: "To deliver services to our residents and visitors that exceed expectations." b. Vision: "We envision an organization that has the best employees; produces high quality results; is creative and proactive; is fiscally responsible; and is community driven." c. Values: Integrity, reliability, teamwork, caring, professionalism, responsiveness, customer focused, accountability, ethical behavior. Mr. Mudd said the values list sets a direction for employees to make a sound decision based on what the Collier County Government supports. III. BCC Actions Affordable Housing - Commissioner Fiala Health and Human Services - Commissioner Coletta Economic Development-Redevelopment - Commissioner Halas Growth Management-Smart Growth - Commissioner Henning Fire and EMS Services - Commissioner Fiala Airport Services - Commissioner Coyle Commissioner Henning noted that the Smart Growth Committee will sunset in June and if the county intends to continue, the committee needs to be fine-tuned to provide focus and direction. He said the works of the committee is currently staff directed and the needs to be reorganized. IX. Collier County's strategic goal to rebuild and maintain public's trust is being achieved by dedicating resources and efforts to the following strategies: Revise the Growth Management Plan (GMP) and Land Development Code (LDC) to improve the County's ability to manage and control the rate and quality of future development. Develop reliable public infrastructure and resource management processes Improve the financial planning management and reporting processes. X. Strategic Objective #1 To Adequately Plan and Manage the County's Growth, Redevelopment and Preservation Revise and Update the GMP and LDC as directed by the BCC Maintain the Level of Service Standards (LOSS) established through the Annual Update and Inventory Report (AUIR) in the GMP. Implement the Evaluation and Appraisal Report (EAR) Update Listed Species and Manatee Protection Plans To Adequately Plan and Manage the County's Growth, Redevelopment and Preservation Revise the Planned Unit Development (PUD) approval and review processes Develop a comprehensive land acquisition and management plan for open space preservation/conservation and future public beach access as well as boat launch facilities. Commissioner Coletta noted concern regarding the county's agreement regarding roads in the South Blocks as there is still no A TV access as promised in the agreement with the South Florida Water Management District (SFWMD). He said he recently toured the South Blocks with the Conservancy of Southwest Florida and the environmental group had special privileges to go past the roadblock put in place by the state. He said if closed, the road should be closed to all classes not just a special class. He questioned what the county gave up and received in return for the roads and urged enforcement of the agreement to secure public access to the area. Commissioner Halas noted that the county should pursue the right to put recharge wells on the land for Collier County residents. Commissioner Coletta noted that the county gave up that right in its agreement Page 3 February 4, 2005 with SFWMD. Mr. Mudd said the agreement did not specifically designate well use within the area, but didn't preclude the county from requesting such use at a future time. Mr. Delony stated 2005 is a critical year for Collier County as SFWMD's Lower West Coast Water Supply Master Plan is being addressed. He said the last update was in 2000. He said the county's master plan for water supply must be consistent with that plan. He said requirements to secure the county's water supply from deeper, saltier aquifers is much more expensive to treat. XI. A Strategic View - What does Collier County need up to 10 years from now? Tactical Issues 1-2 Years Signalization and optimization in urban area - Commissioners Coyle and Halas Increase utilization of traffic control devices - Commissioner Halas Commissioner Coyle stated the need for higher visibility and timely installation of reasonably advanced signal controls at critical points at intersections and stretches of roads, in suit with what is being done on Pine Ridge Road, to create a substantial improvement in traffic through-put. Commissioner Halas stated the need extends to eastern Collier County as well as the urban area. He said the county also needs to look at an industrial area in eastern Collier County. Coyle agreed and suggested the wording be changed from "urban area" to all areas with traffic concern in Collier County. Mr. Feder said the county currently has a crew observing intersections to stay on top of problem areas in Collier County. He said the county has implemented Phase I in some areas of the county, which allows for a variety of timing options. He added the county is also looking to SCOOT, the next generation - instead of 20 program sequences the equipment monitors traffic approaching, in, and after the intersection. He said the county is also looking at the number of signals and how they are placed as volumes increase on arterial roadways. Phase 2 is due at the end of the years as well as implementation of SCOOT. Commissioner Henning noted that residents in gated communities are requesting shorter wait times at traffic lights serving their developments. He suggested the county draft a policy so that these residents Page 5 February 4,2005 understand the priorities of public policy regarding the timing of traffic signalization on arterial roadways. Commissioner Coyle requested county staff present the board with a plan identifying signalization trouble spots in the County including costs and schedule and anticipated benefits for the board to consider for approval. Mr. Mudd said the board will be looking at a law change proposed for this year's legislature that will allow counties to implement programs to catch red light runners and assess their own fines for running red lights. With the opportunity to approve a local law, the funds fYom the traffic infraction will be able to remain in Collier County. Mr. Dan Summers, of Emergency Management, outlined a red light program used by the City of Greensborough. Commissioner Coyle stated that Commissioner Coletta would have to leave for a Legislative Conference and requested that the order of the agenda be changed to allow Commissioner Coletta to address his issues. - Moratorium due to density - Commissioner Coletta - Eliminate density bonuses on congested, impacted roadways where level of service expected to fail - Commissioners Coyle and Fiala Commissioner Coletta stated concern for density problems on certain corridors in the urban areas. He suggested the county consider putting a moratorium in place until the issue is resolved regarding marrying density and affordable housing. He suggested the area include the coastal area one mile east of CR 951, with the exception of the PUDs already in place or the development of regional impact. Commissioner Coyle noted there are certain legal requirements associated with a moratorium and the county would be required to have a plan to get the county out of the moratorium. He said a comprehensive plan could be developed to set density limitations and eliminate density bonuses along high-density corridors. Commissioner Fiala questioned if that included activity centers as well. Mr. Mudd said the entire density issue will be discussed as part of the GMP EAR-based amendments coming before the board. Mr. Feder stated a moratorium is premature. He said the board needs to recognize that Collier County currently has one of the strongest concurrency management systems in the State and the program is making good headway. He said the county can't rely on the concurrency system to be effective at the end of the stream; the problem needs to be addressed upstream. Commissioner Halas suggested a program be implemented to study traffic generated one or two years after the construction of a project. He said developers present a traffic study prior to construction, but it is questionable how accurate that study is. The figures will be useful for future planning. - Avoid constructing 6-lane roads in residential areas - Commissioner Fiala Page 6 '"-- February 4, 2005 Commissioner Fiala voiced concern to allow for 4-lane roadways in the long-range plan for application to residential neighborhoods. Commissioner Henning noted that when a school bus stops, all traffic comes to a stop. He said the process ofthe MPO and long-range planning is a good thing and 6-lane roads were identified years ago. As the long-range plan is updated, the public has the opportunity for input. He said the prevalence of gated communities complicates the county's grid system. Commissioner Halas noted that changing the long-range plan could tie the county's hands when a larger roadway will be necessary in the future. Commissioner Coyle noted that the terminology "residential areas" takes in areas currently undeveloped and will restrict flexibility in the future. He said it will be difficult to develop a blanket policy and the county is currently working with areas when concerns are voiced. He suggested a county policy of using eminent domain as a last resort. Mr. Mudd stated the entire Golden Gate Estates area is considered residential and any changes to the long-range plan will affect road development in Eastern Collier County. Mr. Feder noted the county is in the process of updating its long-range plan and a blanket policy is not feasible. He said the county has to balance construction of more two-lane roadways or expanding current roadways and policy can include sensitivity to residential concerns. - Develop plan for hurricane/emergency evacuation routes - Commissioner Halas Commissioner Halas noted concern regarding a recent accident on 1-75 that shut down traffic both directions, grid locking the system. He voiced concern regarding the effect such an incident would have during an evacuation. Commissioner Coyle suggested the county work with state personnel to develop a plan to keep a route open as often as is possible after emergency personnel have the emergency situation under control. An early warning system (ITS) can also be used to advise drivers to avoid roadways where an accident has occurred. - Accelerate plans for regional library in East Naples - Commissioner Fiala requested the project remain a priority and move ahead as expeditiously as possible. - Improve Community Development Division processes - Commissioner Henning Commissioner Henning stated the county must address and streamline the permitting process, which is affecting development in the county. Mr. Mudd said the number of permits from 2002-2004 increased by 20 percent or 32,000 permits. He said the department is understaffed and has recently come up with an overtime plan to help address the problem. Other means of addressing the issue include modifying the county's requirements for modifications to homes and businesses. Commissioner Henning said he believes staff is spending too much time at meetings and not enough time at their desks. If additional staffing is a solution, he said he would have to be assured that changes Page 7 _.~- -- February 4,2005 will be implemented by the division heads to be more responsible and run the department like a business. Commissioner Coyle stated although staff is competent, the time it currently takes to secure a permit is embarrassing and the process needs to be more efficient. He suggested an independent audit be done on the division. Mr. Mudd said such an audit is currently being conducted by Florida Gulf Coast University in conjunction with the EDC. He added the current manual application process for permitting will be converted to an automated system in six months. Strategic Issues 5-1 0 Years Affordable housing - Commissioners Coletta, Fiala and Henning East of CR 951 development - Commissioners Coletta (roads) and Halas (roads and industrial park) Commissioner Henning noted that the intent of density bonuses is to lessen the number of trips on county roadways and that issue won't be fully addressed until municipalities take ownership of affordable housing within their city limits. Commissioner Coyle stated the problem must be addressed by I. developing criteria for affordable housing in rural villages and 2. higher paying jobs. Commissioner Halas stated the county must look at establishing an industrial park, asphalt and concrete plants in the Golden Gate Estates area, where land is still affordable and the workforce is established. He said transportation fYom the coast to the interior is over burdening the urban area. He said the project could be surrounded by less intense commercial uses to buffer the industrial park from residential areas. Mr. Mudd reminded commissioners that the area does not currently have water or sewer services, which would need to be in place before such uses could be approved. Commissioner Coyle stated a landfill should also be considered in addition to industrial park uses. Mr. Schmitt noted the Rural Land Stewardship area does not allow industrial parks in rural villages and the Estates community has vocally opposed a proposed asphalt plant currently proposed in that area. Beach and boat access - Commissioner Halas Commissioner Halas noted concern regarding a lack of beach and boat access in the northern part of the county and the affect will have on Districts 2, 3, and 5. He said parking garages and shuttle services will help but not fully address the problem. Page 8 February 4,2005 Commissioner Coyle said in the past, the county has required developers to provide public access, but the problem of parking remains. He suggested the county's bus routes be adjusted to move people from parking areas to beach access areas. He suggested establishing boat shuttles to Key Wayden Island. Ms. Ramsey said the county has been working with Rookery Bay for a year and a half to make the boat ramp at the end of Shell Island Road a public ramp but the property must first be purchased from the Conservancy of Southwest Florida. She said the county is looking at a shuttle out of Bayview and a floating dock for that park facility. She said the project will require cooperation from the City of Naples. Another project for boat shuttle access to Caxambas is also being discussed, but Rookery Bay is reluctant to give up its nicer islands in that area. Mr. Mudd noted that in the past the board has discussed making the issue a Service Level B and track the boat and beach access issues to see what strides were made. Now discussion to leave it off the AUIR. Commissioner Henning said other ways to do it rather than AUIR, but Mr. Mudd said not with a Level B. Commissioner Halas requested it be made a Level B. Transfer of Development Rights (TDR) program bonuses applied to rural villages, not independent developments - Commissioner Coyle Commissioner Coyle said he prefers planned rural villages because the county is able to review the entire concept with all of the infrastructure impacts, architectural consistency and affordable housing elements at one time. Stormwater management - Commissioner Fiala Commissioner Fiala questioned if the county's long range plan takes into account the state's plan to restore water flow in the Southern Golden Gate Estates. Mr. Mudd stated the rehydration is not supposed to affect Collier County and a pump system has been designed to ensure that. Public Speakers Dr. Sam Durso, of Habitat for Humanity, voiced concern that affordable housing has failed in Collier County. He said preventing affordable housing on or near CR 951 will not be accepted by constituents. There is not enough affordable housing. Areas in Naples that are being converted to condos that will not be affordable. He requested a workshop be set to discuss affordable housing in Collier County and that Habitat for Humanity be allowed to participate in that workshop. Staff was directed to hold a workshop on affordable housing. Dave Ellis, of the Collier Building Industry Association (CBIA), encouraged the board to rely on the data compiled over the last few years. He stated the county received $101 million in impact fees in the last year, $22 million that would not have been received because developers are now required to pay in advance. He asked the board to continue to apply pressure to get roads done faster and cheaper. He suggested an infÌ"astructure task force could be established. He said the Housing Development Corporation is working. He requested an affordable housing workshop as it is an important issue for CBIA. ***** There being no further business for the good ofthe County, the meeting was adjourned at 12:36 PM.
