in and for the County of Collier, having conducted business herein, met on
this date at 7:00 PM at the Golden Gate Community Center, Naples, Florida,
with the following members present:

The TOWNHALL meeting was called to order by Commissioner Chairman
Fred Coyle. He introduced Commissioner Tom Henning.
1. Introduction and Pledge of Allegiance - leading them in the Pledge was Cub
Scout Pack Wolf Den from Poinciana Elementary School. (Sponsored by Naples
Rotary)
Commissioner Henning introduced the head table and staff.
Introduced Fire Chief Petersen and Chief Kevin Rambosk (Sheriff Dept).
2. Golden Gate Well Water Quality Study (Dr. Joan Colfer & Ken Rech)
Dr. Colfer gave a presentation and results of a Board funded study on the water
quality of the private drinking water wells in Golden Gate City. In 2002 the local
utility, Florida Governmental Utility Authority reported that several source wells
showed bacterial contamination. The drinking water gets treated or chlorinated
before distributed to the customer. The concern was for the private well owners.
Reliable data was collected. She discussed testing for the nitrates and nitrites and
what they call "dirty well water."
Ken Rech presented the findings and recommendations of the study:
· Showed map of Golden Gate City and the wells in the study
· Showed sampling locations
· 91.4% of initial samples were free of bacteria
· 8.6% contained total bacteria - 0.8% positive for fecal
· Showed wells and percentages free of the nitrates and nitrites (nitrogen
compounds generally from fertilizer or septic system) No elevated levels
were found.
Recommends:
o No additional raw groundwater sampling
o Private well owners - important to maintain their wells for
cleanliness in case groundwater quality becomes compromised.
3. District 3 Transportation Improvements (Norman Feder)
Showed overview of Major Capacity Program on screen and handouts:
Projects currently under construction or about to start:
· Immokalee Rd - 6 laning, making good progress with completion Spring
2008.
· Vanderbilt Beach Road - 2 to 6 lanes, start next month.
· Goodlette Frank Road to Pine Ridge Road - 2 to 6 lanes, complete by end
of March.
· Golden Gate Parkway & Interchange - Under construction - completed
later this year.
· Golden Gate Overpass - under construction - done along with Interchange
with State - done by fall of 2006.
Projects coming up and being let this year:
· Immokalee - 42 to 75 - 4 to 6 lanes - let May/June 2005

· 75 to Airport - then to 41 - 2 year project
· 951 to I75 - 4 to 6 lanes
· 2005 section of Goodlette Frank - includes Golden Gate Bypass - finish
next year.
· Sections of Santa Barbara and Radio Road -let late this year - from
Golden Gate Parkway south to Davis - buying right-of-way for 6 lanes
and building 6 lanes. - Radio and Santa Barbara - NE corner will be a
noise wall. Section south of Interstate on East side of Santa Barbara -noise
wall.
· Golden Gate to Green Blvd. - purchasing 6 lanes of right-of-way but
building 4 lanes. Sidewalks, bike lanes and improving the drainage will
be done.
· North of Green - not purchasing any right-of-way between Green and
Pine Ridge other than corner at Pine Ridge. Separate traffic operations
project. Major part - Green to Davies - 6 lanes from Davis to Golden
Gate, 4 lanes on Radio, 4 lane construction between Golden Gate and
Green. (2 Yz years of construction)
· Section of Rattlesnake Hammock will be let later in the year. (2 years
construction)
· 2006 FY - letting 951
· 2005 FY - letting County Barn
Doing sidewalks, MSTU's, Bus shelters and Greenway projects. Traffic
Operations - Phase I of Automated Traffic Control Management System.
(Handouts) Scoot System - going to two or three timing sequences a day into the
automated system. Selection of different timing options and ability to monitor it.
4. Parks and Recreation Capital Improvements Including Beach Access Parks
and Boat access (Marla Ramsey)
Presented current projects in Parks and Recreation:
· North Naples Regional Park - 20 days ahead of schedule. Described the
make-up of the park including the water park. Includes soccer field,
softball, playground and more. 212 acres total. Let Contract November
1st - $53M and open in May 2006. Leased 2 acres for a Children's
Museum.
· Collier Blvd. Boating Park - in for pennitting at the current time. Adding
84 additional spots.
· Goodland Boating Project - in for Conditional Use - 2 lanes, 76 parking
spaces, wet slips and more. Will go to BCC on March 31 st.
· Mar-good Resort on Goodland - have partnership and awarded grant of
$1.9 to help purchase parcel. Picnic, canoeing, kayaking, interpretive
center and shelters for the area. Preserve the historical artifacts.
· Wheels - Skate Park in Golden Gate Community and a skate park in East
Naples.
· Oakes Estates Neighborhood Park - 5 acre parcel - will be given to
County.

· Vanderbilt Parking Garage - 120 spaces, 2 floors above ground, total of
340 parking spaces.
· Showed other projects including extra park facilities.
5. Code Enforcement Update (David Scribner)
Presented an overview of Ordinance passed last fall addressing property
maintenance issues. Some of his remarks and concerns are as follows:
· Purpose is to revise and update an existing minimum Housing Ordinance
that was outdated.
· Added - requirement of rental properties
· Establish maintenance standard for non-residential, commercial and
vacant properties.
· Address boarding up buildings with time limits and unsafe Structures
· Now has process for getting warrants for inspection - purpose is for health
and safety
· Illegal conversions will be addressed - changing the density etc.
· Community benefits are to repair damage and decaying buildings,
decreasing the density per residential unit.
· Improve esthetic quality of community and prevents blight
· Ordinance came out ofa group of people from the community solving
problems.
6. Golden Gate Library Expansion (Marilyn Matthes)
Some important facts were brought up as follows:
· Attendance and circulation up at Golden Gate
· Most heavily used smaller Library
· Need more space for activities, books, quiet study and computers
· Have active children's programs and more needed adult programs
· Incorporate needs of the community
· Main concern - finances
· Discussed the different uses for everyone
Commissioner Henning introduced several leaders of the Community.
7. Question and Answer Period
SPEAKERS
Don Schummer - Discussed - in favor of the overpass - progress is fast and efficient.
Sheriffs department doing a good job in enforcing the reduced speed limits
Peter Lilienthal- Former Chairman of Code Enforcement Volunteers - is now
vacant. Code Enforcement has given them support. Discussed getting help on the
abandonment of shopping carts in the Community. Returning them to the supennarkets
is not working - making it more inconvenient and expensive for them may be a better
solution. Want to work with them.

Jeff Provenzano - Logan and Santa Barbara Civic Assn - have removed signs along
roadway and hope they continue to listen to the people. Asked about spending millions
of dollars on right-of-way for unneeded 6 lane footprint between Golden Gate Parkway
and Green Blvd. Asked about the blight being prevented when buying out residences
next to the Highway. Asked if the County will pay residents along Golden Gate Parkway
with connecting driveways for life insurance. Getting into their driveways is a problem.
Lower speed limit from 45 MPH to 35 MPH.
Fred Rogers - Thanked Commissioners and staff in solving past problems. Asked about
noise abatement on their side of the road. Mr. Feder responded there is nothing on the
Berkshire side. Mr. Rogers would like to know what the structures will look like.
Overpass - being 6 lanes - asked about water runoff. Mr. Feder responded he would
show him what they are doing with the runoff and also the stonnwater drainage.
Grant Grimm - Expansion of I7 5 - Berkshire Lakes in center of it and concerned about
the runoff water from expansion of Santa Barbara with 6 lanes. Need to discuss flooding
issues. Santa Barbara - 6 lanes - widen from Davis to Golden Gate Parkway. Not sure
what they will achieve if not going further north with their plans. Mr. Feder responded
and also mentioned he didn't say they were never going to widen 6 lanes north - just the
current estimate on demand isn't until 2014.
He also brought up the noise abatement issue on the side of Berkshire Lakes.
Mr. Feder stated construction is scheduled for 2007 for Santa Barbara continuing south
of Davis Blvd.
Floyd Chapin -President of Sapphire Lakes Master Assn. with 590 residents -
thanked Commissioners and staff for working with the Association in various matters.
Radio Road and Santa Barbara - start tomorrow on Radio Road.
Beach Access - unfettered access for all in Collier County.
Received letter on DRI for Green Huron - asked Homeowners to complete the monitoring
report of which is now built out and was taken over from Developer 2 years ago. Last
monitoring report filed with County is 1992. Maryann Devanas has been extremely
helpful in trying to resolve these issues. But there are still problems. He stated added
help and assistance to that department is needed to resolve the issues of getting other
PUD and DRI's up-to-date. This needs immediate attention.
Mr. Schmitt - CDES Administrator - responded they are trying to fix the DRI Annual
Reporting process that has never been monitored with the diligence it should have been.
He understood what the situation is with Blue Huron being a DRI and someone needs to
fill out the report. The whole monitoring process needs to be sorted out. The other issue
he is dealing with is - what kind of staff and personnel do they need to deal with these
concerns. Also how do they fonn an Organization to provide the assistance to the
communities such as Mr. Chapin's?
Graham Ginsberg - concerned about growth in Collier County with traffic conditions,
beach access and the funding and distribution of Tourist Development Funds. Much of
the beach access is provided in the City of Naples. Would like more access in the north-
Pelican Bay and area of Lely Beach - and more direction. Talked about property values

and future projections. He asked ifthere was any hope of changing the representation on
the Coastal Advisory Committee and Tourist Development Council.
Kaydee Tuff - Thanked the Commissioners for the drainage improvements at the
intersections of 50th, Coronado and Sunshine. Thanked the staff for sending
representatives to their Task Force.
Have concerns - a need for a tot lot on 18th street - having problem with 4 of the 5 lots.
Asked if County could do a search for owner - property taxes have not been paid.
Asked in the past about sign for Golden Gate High School - put at intersection of
Magnolia Pond and Collier Blvd. Would like an update. Mr. Feder responded he will
look into it and can put one up - but temporary as they are trying to move the entrance
north - south of the canal.
Bill Poteet - President of Golden Gate Civic Organization - Thanked the
Commissioners for allowing the Cub Scouts to join them.
Santa Barbara Bridge - asked to use some ofthe same architect features that are
incorporated in the bridge at the Golden Gate and I75 interchange for coordination.
Consider purchase of Macintosh tract - intersection of Logan and Pine Ridge as part of
Conservation Collier.
Library - encouraged about plans and expansion and would like state of the art facility.
Vision on Tropicana Bridge project- thanked the Commission and School Board for their
VISIOn.
Cheryle Newman - asked what the plans are for the Golden Gate Community Center
during the time they are rebuilding the Library.
Marla Ramsey responded they will be looking for temporary housing for the supplies.
There being no further business for the good of the County, the TOWNHALL
meeting was adjourned at 8:50 PM.
