R 1OR�� 1/8/2013 Dear Commissioners, We have an outstanding local resource in the person of Dr. Morgan Rees who could provide exceptional assistance to the county's effort of obtaining Corps authorization to reopen Clam Pass. Mr. Rees has repeatedly demonstrated his knowledge in his responses to inquiries about Corps permitting by various persons familiar with his more than 20 years of professional experience with the Corps. In response to recent inquiries, he has indicated that he is interested and would volunteer to attend and participate in upcoming meetings with the Corps, if encouraged by BOCC, PBSD or other entity involved in upcoming meetings, for him to assist in expediting Corps authorization to reopen Clam Pass as quickly as possible —while helping to ensure that the details of dredging Clam Pass conform to Corps guidelines and federal law. Below is brief summary of his professional background: Dr. Morgan R. Rees, P.E. 1972 -1981– Chief, Regulatory Branch, Corps of Engineers New England District 1981 -1982 - Chief, Regulatory Policy Section, Head Quarters, Army Corps of Engineers 1982 -1986 – Regulatory advisor to the Assistant Secretary of the Army (Civil Works) 1986 -1995 – Deputy Assistant Secretary of the Army (Civil Works) for Policy, Planning, and Legislation – this included all environmental and regulatory matters as well as project planning and legislation 1988 -1995 – member of U.S. delegation to the U.N.'s Intergovernmental Panel on Climate Change 1988 -1995 – member of U.S. delegation to the International Convention on Pollution of the Oceans (The London Convention) 1995- present — consultant in the full range of Corps programs to clients nationwide, including Puerto Rico. Marcia Cravens, Collier County citizen and Pelican Bay resident 10 Rce, 11 Neely, Merrie From: Neely, Merrie Sent: Thursday, August 12, 2010 1:34 PM To: 'Marcia Cravens' Cc: Edwards, Lainie; Malakar, Subarna Subject: Dredge limits Clam Pass Hello Marcia, After reviewing the drawings for the previous permit it appears that a modification in early 1999 clarified the dredge depths of cut4, which were just idealized cross - sections (vague) in the original approved permit drawings — this occurred after the original permit issuance but prior to the project dredge work for cut4. The approved channel width between station 0 +00 and 3 +64 was 30ft wide, farther inland the channel wid_en ans d -is variable in width. The dredge dept s at t�es�e same stations were to — 5.5NGVD with the exception of station 2 +37.5 which was only permitted to be dredged to a depth of -2.5 NGVD. Farther inland the channel dredge depth shallows to - 4.5NGVD and above station 7 shallows to - 4NGVD. I do not see references to overdredge depths in the original permit. The same depths appear on the current application drawings with the exception of station 2 +37.5 which appears to also reflect the -5.5 dredge depth. I have sent you a package in the mail with these drawings that should arrive later this week.
