Agenda 12/14/2010 Item #16C 2 Agenda Item No. 16C2 December 14, 2010 Page 1 of 12 EXECUTIVE SUMMARY Recommendation to approve a Work Order under Contract 08-5011 "Underground Utilities Contracting Services" in the amount of $373,800 to Haskins, Inc., Project 73307. OBJECTIVE: The public purpose is to structurally restore; and enhance the performance of the county's wastewater collection system at the Lely Golf Estates and Riviera Estates developments by repairing and upgrading the wastewater pumping stations. CONSIDERATIONS: As pmi of the county's continuing effort to maintain its wastewater pumping stations, and to upgrade those stations that are below existing county standards, thc County has contractcd with Hole Montes for professional engineering services to evaluate the existing pump stations in six different developments. The developments are Wyndcmcre, Lcly Golf Estates, Le1y Barefoot, Kings Lake, Willoughby Acres, and Riviera Estates. In all, 26 pumping stations were evaluated with regard to compliance with county standards, controls and telemetry, general condition, neighborhood concerns, property issues, and odor generation. - The most significant ddkicncy identified at eaeh station was a single point of failure related to the single pump in operation (simplex station), which does not provide the reliability requircd by current eounty and state standards. In 2007, a Neighborhood Enhancement Program was ereated to correct this deficiency in these dcvelopments. When complete, all of the county's 7S0 pumping stations will have a minimum of two pumps, and all stations will have fully functioning SCADA telemetry. Under this program, irnprovcnlents to Wynd em ere and Kings Lake were completed in December 2009. Lely BarcfclOt and Willoughby Acres construction will begin in December 20 I 0 under separate projects, with wl1lpletion anticipated in May 20 II. The Scope of Work under this work order comprises structural and piping modifications to four existing pump stations in the Lely Golf Estates development and three existing pump stations in the Riviera Estates dcvelopmcnt, completing thc Neighborhood Enhancement Program. ,- The county posted an Invitation to Quote under Fixed Tenn Contract 08-S011, "Underground Utilities Contracting Services," on Octobcr 2S, 20 I 0, and distributed it to rcgistered vendors via tile Purchasing Depart mcnt elcctronic bid process. All vendors under this contract wcre notilied. Five vendors downloaded the solicitation and five responsive quotes were received by thc Novcmber 16, 20 I 0, deadline. On November 18, 20l0, one vendor withdrcw its quote. The bids received are summarizcd in the table below. Higgins, Inc. $438,000 Mitchell Stark Company, Inc. $527,000 Quality Enterprises USA, Inc. Withdraw As described on the above bid tabulation the bid amounts include allowance for unforeseen conditions and conditions relating to material testing, landscaping, all appurtcnances, and maintenancc oftraflic, paving and restoration. Staff found Haskins, Inc. 's submittal to bc the lowest responsive and responsible bid and thcrctore recommends award. Haskins' quote is below the Engineer of Record's estimate of probable construction cost. Attached for rcfcrcnce is the Evaluation of Quotations letter fi"om the Engineer of Record rccommcnding Haskins be awarded the contract. The selcctcd contractor has satisfactory pcrfollllance records on prcvious projccts involving similar work. FISCAL IMPACT: This project is consistent with the 2008 Wastewater Master Plan Update as adopted by the Board of County Commissioners (Board) on June 24, 2008, as Agenda Item lOG. Project No. 73307 is on Table 8-2 page 3 of 5, and line 116. Funding Jilr this obligation is available in the FY II Capital Budget adopted by the Board at a special mecting on September 23, 2010. The source of these funds is the Wastewater User Fee Fund 414. LEGAL CONSIDERA nONS: This item is legally sutlicient for board action. - JBW GROWTH MANAGEMENT IMPACT: This project meets CUll'ent Growth Management Plan standards to ensure the adcquacy and availability of viable public sanitary scwcrs and pump stations. RECOMMENDA T10N: That the Board of County Commissioners, as thc Ex-Otlicio Govcrning Board of the Collicr County Water-Scwcr District, approve a Work Order under Contract 08-50 II "Underground Utilities Contracting Services" in thc amount of $373,800 to Haskins, Inc. Our price was based on performing the project in a simiiar manner to what we did in the past on the Wyndemere and Kings Lakes Lift Stations which was a success. Unfortunately, we did not account for having to by pass the lift stations as indicated in the specifications for this project. Should the county allow us to perform the work as we quoted, we certainly feel that we could save the county over $120,000.00.
