Executive Summary
Recommendation to award a construction contract in the amount of$714,765.00 for
the "North County Regional Water Treatment Plant Variable Frequency Drive
Upgrades" to Gulf Coast COllstruction of Naples, Inc., Bid Number 10-5563 Project
Number 71063.
OBJECTIVE: The public purpose of this project is to meet operational and reliability
needs, to meet thc demand f{lr potable waleI', and to stay in complianee with regulatory
requirements at the North County Regional Water Treatment Plant (NCRWTP).

CONSIDERATION: Variable Frequency Drives (VFDs) are used to eontrol the speeds
of the high service pumps at the NCRWTP. The high service pumps are utilized to
distribute water to the north service area. Four of the six existing VFDs are over
seventeen years old, and the remaining two are over eleven years old. While all are
operable, they are diffieult to maintain and repair. Obtaining replacement parts for the
units has been increasingly difficult as they have been rendered obsolete by the
manufacturer. The Environmental Protection Agency's (EP A) Assct Managcmcnt
Handbook lor Small /Vater SI'stcms (September 20(3) states that the useful life of
electrical systems is seven to ten years, indicating that the NCRWTP VFDs may be
highly prone to fllilure. Without reliable VFDs, the pumps may not operate when
required, compromising the county's ability to Illeet the demand f{lr potable water.
To address these concerns, the water deparlment intends to purchase and install new
VFDs to control the pumps allhe NCRWTP.
Publicly advertised bids were solicited on October I, 20 I 0 and opened on November 3,
20 I 0. The Purchasing Department noti lied 1,04R venders via email, and 75 downloaded
the solicitation materials. Two bids were received.

Staff has reviewed the Gulf Coast Construction of Naples. Inc. proposal, finds the price
to be fair and reasonable, and recommends award. The design engineer of record also
Ends the pricing to be t~lir and reasonable and recommends award (see Attachment I).

On June 24, 200R, as Agenda lIem I O(G), the Board adopted the 200R Water Master Plan
Update that identified the requirement for replacing VFD's. The proposed scope of work
is consistent with the 200R Water Mas1er Plan Update, Project No. 71063 "North County
Regional Water Treatment Plant Variable Frequency Drive Upgrades," Section 8, Table
R-2, page 4 of 5, line 114.

FISCAL IMPACT: Funding is available in and is consistent with the FYI 1 Capital
Budget approved by the Board on September 23, 2010. The source of funding is the
Water User Fee Fund (412).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient. - JBW
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to insure the viability of public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-otlicio the
Governing Board of the Collier County Water-Sewer District
I. award Bid 10-5563 "North County Regional Water Treatment Plant Variable
Frequency Drive'Upgrades" to Gulf Coast Construction of Naples, lnc., in the
amount od;714,765.00, and
2. authorize the Chairman to sign the standard construction contract after review and
approval by the County Attorney's Office.

We have completed our review of the two bids received on November 3rd 2010 for the
referenced project. A summary of the two bids was provided by the'County and it
appears the quotations did not contain any mathemalical errors. The prices provided by
the contracting firms ranged from $714,765.00 to $893,865.00 which indicates very
attractive pricing to the County. Gulf Coast Construction of Naples submitted the low bid
for the work and as a result we recommend award of the bid to Gulf Coast Construction
of Naples for $714,765.00.
