Agenda 12/14/2010 Item #16A20 Agenda Item No. 16A20 December 14, 2010 Page 1 of 7 EXECUTIVE SUMMARY Recommendation to accept a Federal Transit Administration Section 5310 FY201O/2011 grant award in the amount of $230,115; utilize the unspent portion of the FY2009/201O Federal Transit Administration Section 5310 grant award totaling $30,570 and approve the purchase of three (3) paraTransit vehicles in the total amount of $260,688. OBJECTIVE: To utilize Federal Transit Administration Section 5310 grant dollars from FY2011/201O and FY2010/2009 as well as the required local match to purchase three (3) paraTransit vehicles. CONSIDERATION: With thc FY 2010/2011 and FY 2009/2010 FTA Section 5310 grant awards, Collier County will receive a total of $260,688 of intergovernmental grant revenue supplemented by local match to apply toward the purchase of three (3) paraTransit vehicles. The following table illustrates the component grant dollars and required local match to fund the intended vehicle purchases. This procurcment program is managed by the Florida Department of Transportation (FOOT) and administered by the Center for Urban Transportation Research (CUTR). Since inception ofthc paraTransit system, Collier County has regularly received FTA dollars to replace paraTransit vehicles. The paraTransit systcm maintains a capital rcplacemcnt schedule in accordance with Fleet Management recommendations. The vehicles scheduled Itlr replacement were purchased in 2006 and meet FT A vehiclc end of useful Ii fe criteria, and are identified in the Vehicle Replacement Plan in the 2008 Transportation Disadvantaged Service Plan. These paraTransit vehicles will be purchased in FY 2011 through the FDOT Vehicle Procurement Program using a combination of FTA Section 5310 grant money of $234,616.50 and 10% local matching money of$26,068.50. FISCAL IMPACT: A budget amendment is reyuired for the local match requirement in the Transit Disadvantaged Match Fund (429) Project 33136, in the amount of $26,068.50 for FY 20 II. Auction proceeds will be recognized in the aI11liunt of $23,200 and are available in Fund 429. (WITH CONFIRMATION OF AVAILABILITY OF FY 2009/10 FUNDS) Dear Ms. Carter: The Florida Department of Transportation, District One selected the Collier Board of County Commission as a Fiscal Year 2010/2011 grant award recipient under the Federal Transit Administration Section 5310, "Elderly and Persons with Disabilities" Program. This award is based on your agency's application dated December 23, 2009. The Department is providing $207,103,50 in Fiscal Year 2010/2011 Federal and state funds to Collier County. This amount must be matched with $23,011.50 in local funds. Because the price of the vehicles requesled and granted to Collier County increased significantly after the grant application was filed, and because Collier County has available unspent Federal Transit Administration Section 5310 grant funds from Fiscal Year 2009/20 I 0, the Department is able to amend the grant notification form previously sent to Collier County to confirm the cost of the vehicles, and to confirm the availability of the unspent FY 2009/2010 funds. A revised Notice of Grant Award is enclosed. It contains the capital equipment description and specific amount awarded to your agency, pending Federal approval of the State's Program of Projects. The revised Notice of Grant Award shows the amount awarded from FY 2010/11 and the amount available from FY 2009/10.
