EXECUTIVE SUMMARY
Recommendation to approve proposed route modifications and implement the
previously approved secondary transfer station at Collier Area Transit facility on
8300 Radio Road
OBJECTIVE: To obtain approval for proposed route modification~ and implement the
previously approved secondary transfer station at Collier Area Transit facility on 8300 Radio
Road.
CONSIDERATIONS: The proposed route modifications that are to be effective Jan. 2, 2011
will provide needed service connections to Pine Ridge Road, Golden Gate Parkway and
Goodlette-Frank Road. In addition, the proposed route enhancements will include the
commencement of operations at the secondary transfer station at the CAT Operations Transfer
Facility, 8300 Radio Road to provide transfer connections for routes 3, 5, 6 and 10. The
following proposed route modifications have gone through the Public Involvement Process and
have also been endorsed by all Metropolitan Planning Organization (MPO)'s committees such as
the Pathways Advisory Committee, Technical Advisory Committee, Citizens Advisory
Committee, Local Coordinating Board and the MPO Board.
+ CAT Operations Transfer Facility at 8300 Radio Road
Routes 3, 5, 6 and 10 (modified IA) will connect at the CAT Operations Transfer Facility
located at 8300 Radio Road allowing riders to travel directly to the west side of the county along
Golden Gate Parkway, Goodlctte-Frank Road and Pine Ridge Road without having to go to the
Main Government Transfer Center located at 330 I East Tamiami Trail in order to transfer.
+ Route 3B - Route Modification
The modifications to Route 3B involve starting at the CAT Operations Transfer Facility, 8300
Radio Road, head east on Radio Road to Radio Lane; west on Radio Road to Santa Barbara
Blvd.; north on Santa Barbara Blvd.; cast on Golden Gate Parkway; NOlth on Sunshine Blvd.;
west on Green Blvd.; south on Santa Barbara Blvd.; west on Davis Blvd.; south on Airport Road
to the Government Center; then west on US 41; north on Airport Road; east on Davis Blvd.,
north on Santa Barbara Blvd. then east on Radio Road to make transfers at the CAT Operations
Transfer Facility. This route will no longer service Radio Road; instead Route 3A will continue
to service Radio Road and the frequency (headway) will continue to be 90 minutes,

+ Route 5 - Route Modification
The modifications to Route 5 involve stmting at the CAT Operations Transfer Facility, 8300
Radio Road; east on Radio Road; north on Davis Blvd. to Collier Blvd. (CR 951); north on
Collier Blvd. (CR 951); cast on Golden Gate Blvd; north on Wilson Blvd; east on Immokalee
Road; to lmmokalee; then this route will travel back in the reverse order. This route will provide
additional service to the IUral area of Collier County which will provide riders additional
frequency at peak times (three more loops) in the moming, at noon and in the attemoon. This
route will no longer service Davis Blvd.; instead Route 3B will continue to service Davis Blvd.
and the frequency (headway) will continue to be 60 minutes.

., Route 6 - Route Modification
The modifications to Route 6 involve starting at the CAT Operations Transfer Facility, 8300
Radio Road east on Radio Road to Davis B]vd.; west on Davis B]vd.; north on Santa Barbara
Blvd.; west on Pine Ridge Road; continue servicing Physicians' Regiona] Medical Center (Napa
Blvd.); to Goodlette-Frank Road connecting with Route 10 at the Sweet Bay Plaza; then this
route will travel back in the reverse order with the exception that it will not go to Napa Blvd. on
the return trip. The frequency will continue to be 90 minutes.
., New Route 10 (Former Route IA) -Route Revisions
The modification to Route 10 involves starting at the CAT Operations Transfer Facility at 8300
Radio Road east on Radio Road to Davis Blvd.; east on Davis Blvd. to Market Street; continue
servieing Super Wa]-Mart; north on Collier Blvd. (CR 95]); west on Go]den Gate Parkway;
south on US 4]; east on Fleishman Blvd. (Coastland Mall) connecting with routes ]B, 2A and
28; north on Good]ette-Frank Road to Pine Ridge Road conneeting with Route 6 at the Sweet
Bay Plaza; then this route will travel back in the reverse order with the exception that it will not
go to the mall on the return trip. The frequency will be 90 minutes.
.. Routes 8A and 8B
These routes will provide an additional stop at 2050 Commerce Ave., off Tradeport Parkway
making a variety of services availab]e to our Immoka]ee riders (Salvation Army, Training &
Manufacturing Institute, Child Care Resources, Collier Retreading, and others).
., Route IA - This route will be converted into the new Route 10.
FISCAL IMPACT: Staff conducted an analysis of the cost per revenue hour impact as a result
of the route modifications and estimates a slight increase of 172 revenue hours annually. For FY
2011 this equates to approximately $6,450 based on route changes taking effect January 2011
($8,600 annualized). Funding is availab]e within the FY 2011 Collier Area Transit operating and
grant appropriations.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and it does not present a legal issue~SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the Board approves the proposed route modifications and the
commencement of operations at the secondary transfer station at Collier Area Transit facility on
8300 Radio Road to be effective Janumy 2nd, 20 II.
