Agenda 12/14/2010 Item #14B Agenda Item No. 148 December 14, 2010 Page 1 of 6 EXECUTIVE SUMMARY Recommendation to approve a partnership between Community Redevelopment Agency and the Immokalee Housing Collaborative (Collier County Housing Authority, Empowerment Alliance of Southwest Florida, Immokalee Housing and Family Services & I HOPE) to update the 2004 Immokalee Housing Condition Inventory (to include mobile homes); authorize expenditure of $22,000 from Fund 186 to pay just over SO% of the total costs of the project, and authorize any necessary budget amendments. Considerations: The 2004 Housing Condition Inventory Report was designed by a committee of representatives from Collier County Community Development and Environmental Services Division, specifically: Code Enforcement, Financial Administration and Housing (now Housing, Human and Veteran Services), Comprehensive Planning and Addressing. The objectives stated by the committee include: determine the number of parcels and dwelling units, number of vacant units, number of units in each classification, and the number of units in a dilapidated eondition. The 2004 study has been used as baseline data for many grants, in the preparation of the Immokalee Area Master Plan, grants for the Airport Authority, and as information to those interested in the Immokalee Community. The data is now 6 years old must be updated to eontinue to be of value. The study, as proposed, will be used as a resource to identify and target areas where redevelopment is most needed and to guide eode enforeement activities. The Community Foundation of Collier County has agreed to provide a grant to the "Immokalee Housing Collaborative" (lHC) in the amount of $20,000 to conduct this study. The "IHC" has agreed to have the Collier County Housing Authority act as the lead entity and fiscal agent for the boran!. The consultant they have agreed to hire is Barbara A. Cacchione Consulting, Inc. The Proposal is attached as Exhibit A. Advisorv Committee Recommendation: On October IS, 2010, the Immokalee CRA Advisory Committee voted unanimously to recommend a partnership between the CRA and the Immokalee Housing Collaborative and to request an expenditure of $22,000 from Fund 186 toward the Housing Condition Inventory Study and to include mobile homes in the study. ~ Agenda Item No. 14B December 14, 2010 Page 2 of 6 Fiscal Impact: Fiscal impact associated with this recommendation is in the amount of $22,000 with just over 50% of this cost paid from the Collier County CRA " lmmokalee Fund 186 and just under 50'Yo f1-olTI the Community Foundation of Cdllier County. Growth Manal!ement: The Immokalee Housing Condition Inventory Study furthers the programs and projects within the budgetary and policy guidance and directives of the Community Redevelopment Agency and the Board of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Elcment of the Growth Management Plan which reads in pertinent pati as follows: "The Immokalee Area Master Plan addresses conservation, future land use, population, recreation, transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of economic development." The Housing Condition I nventory Report was designed by a committee of representatives from Collier County Community Development and Environmental Services Division, specifically: Code Enforcement, Financial Administration and Housing (now Housing, Human and Veteran Services), Comprchensive Planning and Addressing. Number of units in a dilapidated condition The study design included conditions of both the structures and the surrounding property. Only exterior conditions were evaluated through a "windshield survey". Field work was done by 15 participants over a 3 month period. Field participants evaluated 3,558 dwelling units on 2,898 parcels. Update Housing and Inventory Consultant! Graphics Community Foundation Grant Report and Graphics Department Administrative Lead Agency Community Foundation Grant & CRA grant The estimated number of hours to complete the Housing Condition Inventory Report is 900 hours. If mobile homes parks and subdivisions are included, an additional 500 hours will be required for a total of 1400 hours. This estimate was developed using an estimated 15 minutes to evaluate each property under the 16 point Criteria & Point Sheet. To complete 3,558 units, 900 hours will be required at 15 minutes per unit. Adding mobile homes & RV (approximately 1800 units) would add another 450 to 500 hours. . 2 Agenda Item No. 148 December 14, 2010 Page 6 of 6 The County government and the Immokalee Housing Collaborative have been asked for their assistance and they have offered the fDlIowing in kind support to assist with the "windshield survey"; · Code Enforcement (Immokalcc) 2 to 3 people I day a month (24 hours), . Housing, Human and Vcteran Services: 2 to 3 people a couple of days per month (54 hours); and · Immokalee Housing Collaborative members: 5 people at 6 hours per week for 120 hours per month. The total in-kind support with volunteer etlDrt is estimated at a maximum of 198 hours per month. With an all volunteer etlDrt it would require 7 to 8 months to conduct the field work for the update of the report. To complete the field work a shorter timc period, 8 temporary workers fDr 25 hours per week for approximately 6 weeks at $15 per hour fDr a total cost of $ I 8,000 providing 1200 hours to complete the ficld work. Volunteer support outlincd above for 6 weeks would be approximately 296 hours. There will be additional costs administrative costs to the lead agency to administer this grant, including payroll, insurance and other requirements. Therefore, a 10% administrative fee to the lead agency is included in the request below. lt is expected that the project will begin in the first quarter of 20 I I and be completed within 4 months. The in kind field work will be scheduled as staff is available. A more detailed schedule will be developcd with the pmiicipation 0 f the pattics involved at the start of the project. Request: That the Community Redevelopment Agency (CRA) consider a request to provide funding up to $22,000 to update the Housing Condition and Inventory Report. This grant will be matched with a $20,000 grant from the COl1U11Unity Foundation. If the actual survey takes less time than estimated, the cost savings will be returned to thc CRA.
