OBJECTIVE: To increase the operational efficiencies of processing cardboard at the Naples Recycling Center. CONSIDERATION: The Solid Waste Management Department (Department) provides containers throughout Collier County for recycling of cardboard. The collected cardboard is brought to the Naples Recycling Center for baling prior to being picked up by a cardboard recycling contractor. The current cardboard baler is 15 years old and has worked well beyond its useful life; therefore, it is recommended for replacement. Department staff recommends replacing the existing baler with a new automated baler that will provide improved efficiencies, including increasing the volume of processed cardboard. The new bailer has improved safety features as well. ~ A formal competitive bid was advertised on July 2, 2010, with 165 vendors who provide these services notified: 132 downloaded full packages. The Department budgeted $250,000 for the baler purchase and installation. One "no quote" and one qualified and responsive bid were received. The qualified and responsive bid was from International Baler in the amount of $199,800. FISCAL IMPACT: The cost for the baler is $199,800. Funds are available in Project 59003 from the Solid Waste Capital Project Fund 474. Fund 474 was budgeted and approved by the Board of County Commissioners on September 23,2010. GROWTH MANAGEMENT IMPACT: This project is compliant with the county's Growth Management Plan and the Integrated Solid Waste Management Strategy, which calls for increased recycling to preserve valuable landfill airspace. Purpose: To purchase a new baler that is safer, less manual-labor intensive, and will produce more bales of materials per week. Background: The Naples Recycling Center currently operates a converted compactorlbaler on site. The baler is used to bale cardboard in approximately 1,200-pound bales. Each load takes approximately 12 to 15 minutes to bale. The existing baler is extremely labor intensive, requiring significant manual effort in the loading of material. The baler is 15 years old and needs continual repair to keep it operational. r".. The recommended new baler will handle a variety of materials and can create approximately 1 ,800- pound bales at a rate of 50 bales per week (45 tons) per week. Each load will take approximately five minutes to bale. This baler is designed to load materials from a conveyor belt for baling. This is a much safer method opposed to the current method of manually loading materials directly into the compactor area. Fiscal Impact: The cost for baler is $199,800. Return On Investment: The current market price for cardboard is $127.00 per bale. The new baler will produce 50 bales per week, equating to a potential revenue stream of $6,350 per week ($330,200 per year). At the current market price for cardboard, the return on investment for the baler will be recognized in approximately 6 months to 1 year based upon the increased tonnage capacity. Most importantly, the diversion of 50 bales per week of cardboard from the landfill saves valuable airspace and provides a beneficial use for that cardboard, protecting our natural resources. Conclusion: The purchase of the new baler will provide improved productivity in baling materials at the Naples Recycling Center and increase operational safety, ensuring best value services for our customers. ~
