To the Board of County Commissioners,
I respectfully ask that the BCC acting as the Airport Authority Board approve Cross Country
Soaring's winch operation this winter at Immokalee Regional Airport. Cross Country Soaring
is a glider operation out of Minnesota and is owned and operated by Don Ingraham. He has one
of the few winches in the US. A winch is a long rope, about a mile long that's connected to a
.rum and engine that's used to launch a glider into the air. They are very common in Europe,
ut quite scarce here. It was one of the glider pilot's in my club who came up with the idea
for him to come down here last year and give instruction in winch launches. He contacted the
airport authority and Jim Coletta with the end result that Don Ingraham was invited down and
the county or the chamber of commerce even paid advertising in the national soaring magazine.
Don was down here six weeks and had a full schedule. Though, a few of the local soaring
pilots went through the training, most of his students were from across the country and even
some Canada. it was good for Immokalee because almost no one in the soaring community knew
that there was any type of soaring down here, especially in the winter. All of us local
pilots were hoping that the increased awareness would lead to more snow birds coming here for
the great winter soaring.
This year, Don had planned on coming down for 3 months, rather than six weeks. He was also
going to handle all the advertising himself. However, the Airport Authority has been taking
an inordinate amount of time in approving his winch operations for this winter and without an
adequate explanation. It's certainly not because of a safety issue. There were no safety
concerns last year and Don has a great reputation in the industry. Nor did the winch
operation in any way interfere with the regular general aviation operations at the airport.
You can ask Steve Fletcher, who owns and operates Fletcher Flying Service, the crop dusting
operation on the field. He will affirm that there no problems or inconveniences for anyone at
the airport. Moreover, the winch and gliders have no impact whatsoever on the runways and
grounds of the airport.
it's because of the Airport Authority's delay that I would like the Bee as the Airport
Authority Board to approve Cross Country Soaring's winch operations this winter.
