Agenda 10/26/2010 Item #10EAgenda Item No. 10E October 26, 2010 Page 1 of 7 EXECUTIVE SUMMARY Recommendation to award Bid No. 10 -5594, "North Collier Recycling Drop -off Center," to Taylor - Pansing Inc. in the amount of $1,412,385.00 for construction of the North Collier Recycling Drop -off Center at the North County Water Reclamation Facility, Project Number 70013. OBJECTIVE: Award Bid No. 10 -5594, "North Collier Recycling Drop -off Center," to Taylor - Pansing Inc. in the amount of $1,412,385.00 for construction of the North Collier Recycling Drop -off Center at the North County Water Reclamation Facility, Project Number 70013. CONSIDERATIONS: On December 5, 2006, the Board of County Commissioners (Board) adopted the Integrated Solid Waste Management Strategy (Strategy) that included the following four components: source reduction, materials reuse, and recycling; diversion; optimizing existing assets and resources; and, obtaining additional facilities. The proposed project provides the construction of a new county owned and operated facility located on the grounds of the North County Water Reclamation Facility at 10500 Goodlette Frank Road. The North Collier Recycling Drop -off Center will provide a convenient location for residents to bring recyclable materials and household chemicals to be collected and shipped out for proper recycling or disposal. This new facility will provide enhanced environmental stewardship and increased recycling, saving valuable landfill airspace. On July 27, 2010, Agenda Item 10A, the Board approved the design and construction of the drop -off center at a cost of $1,600,000; and to acquire 1 ( + / -) acre from the Collier County Water -Sewer District at a cost of $414,000. Disney and Associates, Inc., was selected for professional architectural services. Site conceptual plans developed by URS Corporation (URS), and Davidson Engineering (Davidson), were completed in September 2010. Throughout the design process, staff worked closely with Disney and Associates, Inc., to design features that would provide cost savings during construction, and energy savings throughout the life of the facility. During construction, when possible, staff will utilize the Direct Purchase method to save on sales tax, and will work with the contractor to address any value engineering opportunities that could provide substantial savings. Invitation to Bid No. 10 -5594 was posted on September 26, 2010. A total of 1,045 firms were notified through Purchasing's on line procurement system. Eight (8) bids were received on October 18, 2010, the bid opening date. Two of the bids were deemed non - responsive due to the absence of the E -Verify information. Staff, Disney and Associates, URS, and Davidson has reviewed and analyzed these bids. URS has confirmed in writing (letter attached) that Taylor - Pansing Inc. is the responsive and lowest bidder. The county has accepted the base bid and bid alternates 1, 2, 3, and 5 and rejected bid alternate 4. Staff finds the bids to be fair and reasonable and below the engineer's estimate, and recommends awarding the contract to the lowest responsive and qualified bidder, Taylor - Pansing Inc. for $1,412,385.00. The Growth Management Department has reviewed the building plans and a building permit has been issued. FISCAL IMPACT: The total cost for construction is $1,412,385.00. Funds are available for Project 70013 from the Solid Waste Capital Project Fund 474. Fund 474 was budgeted and approved by the Board on September 23, 2010. GROWTH MANAGEMENT IMPACT: The development of the drop -off center is consistent with the county's Growth Management Plan, specifically the Solid Waste Sub - Element Objective 2 (Disposal), Policy 2.4 and Objective 3, (Recycle and Recovery). The project is essential to the county's goal of environmental stewardship, growth management compliance, airspace preservation, operational excellence, and best value service. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. - CMG RECOMMENDATIONS: Award Bid No. 10 -5594 to Taylor - Pansing Inc. for construction of the North Collier Recycling Drop -off Center in the amount of $1,412,385.00, and authorize the Chairman to execute the standard construction contract.
