Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan (estimated fiscal impact $57,364.09). OBJECTIVE: To approve grant related expenditures in excess of $50,000 for real property acquired under the Neighborhood Stabilization Program to fund rehabilitation activities. Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan. CONSIDERATIONS: On October 1, 2009, Collier County purchased a single family residential dwelling unit under the Neighborhood Stabilization Program located at 5300 17th Place SW, Naples, Florida 34116 with a purchase price of $78,500.00. A pre - purchase inspection conducted by Housing, Human & Veteran Services estimated rehabilitation expenses of $49,800.00. Housing, Human & Veteran Services competitively procured firms to complete the rehabilitation. The winning firm for rehabilitation was Heatherwood Construction Company, Inc. with a price of $41,060.00. Additionally, the home will require HVAC and appliances with an estimated cost of $7,745.88. The total initial costs were $48,805.88 and represented the lowest, qualified and responsive bidder. During the course of rehabilitation it was discovered that extensive water damage had occurred. Furthermore, the septic system required maintenance, the rear lanai required demolition and illegal wiring needed be removed and correctly installed. In order to correct these items, change orders were prepared by Heatherwood Construction Company, Inc. and submitted to Housing, Human & Veteran Services for approval. The new adjusted rehabilitation price is $49,618.21 (excluding appliances and HVAC). The total final costs for this project are estimated to be $57,364.09. A detailed breakdown of rehabilitation costs is attached to this item. Discovery of the extensive water damage occurred when rehabilitating the kitchen and was not previously visible. Upon servicing the septic system it was discovered that a root had compromised the tank which required remediation. Next, staff and the contractor confirmed that the rear lanai, although permitted, was not built to code and therefore, did not receive a certificate of occupancy. The cost of the demolition and time involved was determined to be more appropriate than seeking to remedy the structural inadequacies. Finally, a professional electrician working on the project alerted staff to the illegal wiring in the home that required correction. Construction costs have been kept below the $50,000 threshold. However, in order to complete the project appliances must be installed, as well as an HVAC unit. It is these final two components of the project that will result in combined project costs estimated at $57,364.09. Agenda Item No. 16D2 October 26, 2010 Page 2 of 4 According to Section VIII(C)(x) of the Neighborhood Stabilization Program Administrative Plan, approved by the Board of County Commissioners on March 24, 2009 and amended on October 27, 2009, rehabilitation costs shall not exceed $50,000 and any expenditures in excess of this limit must be specifically approved by the Board of County Commissioners. Approval of this item will authorize grant related expenditures in excess of $50,000 and payment of all invoices received from Heatherwood Construction Company, Inc., appliance provider and HVAC provider to complete work on an affordable housing unit located at 5300 17'h Avenue SW, Naples, Florida 34116. FISCAL IMPACT: Approval of this item will result in Neighborhood Stabilization Program expenditures in excess of $50,000 with an estimated total project cost of $57,364.09. No general funds are associated with this project. GROWTH MANAGEMENT IMPACT: Implementation of the Neighborhood Stabilization Program will further the goals and objectives of the Housing Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office.
