EXECUTIVE SUMMARY
Recommendation to award Bid No. 10 -5556, Bleach Storage and Feed Facility
Modifications at the South County Water Reclamation Facility, to Odyssey Manufacturing
Company, in the amount of $539,000.00 for Project No. 73969, South County Water
Reclamation Facility Technical Support.
OBJECTIVE: The public purpose of this project is to maintain compliance with Florida
Department of Environmental Protection - issued permit conditions at the South County Water
Reclamation Facility ( SCWRF).
CONSIDERATIONS: The SCWRF is a 16- million gallon per day water reclamation facility
that treats wastewater from the South County service area. The Bleach Storage and Feed Facility
within SCWRF provides disinfection of the treated wastewater, which is required by the
Department of Environmental Protection before shipment of irrigation - quality (IQ) water.
SCWRF distributes approximately six million gallons of IQ water per day to its customers. The
purpose of Project No. 73969 is to provide the needed modifications and upgrades to assure
maximum sustainability and safety.
Two of the three existing bleach (sodium hypochlorite) storage tanks are 12 and 15 years old and
need replacement. The third tank is presently out of service due to its condition. The existing
four chemical feed pump skids and bleach piping are approximately eight years old and show
signs of needing replacement. This project will replace the three existing bleach tanks, the four
chemical feed pump skids, all bleach piping within the structure, and the fiberglass grating and
support system.
ITB number 10 -5556 was posted on August 13, 2010, with 1,351 e -mail notices sent to vendors
that provide these services; 106 bidders downloaded full packages. Seven qualified bids were
received and are summarized in the table below:

Considering that the Odyssey Manufacturing Co. bid was substantially lower than the engineer's
estimate of $690,000.00, a pre -award conference was held with Odyssey Manufacturing Co.,
Hole Montes, the design engineer, and county staff to insure the amount quoted by Odyssey
Manufacturing Co. was comprehensive. County staff and Hole Montes determined the quote to
be comprehensive as well as fair and reasonable and recommend awarding the contract to
Odyssey Manufacturing Co., as the lowest responsive and qualified bidder. Odyssey
Manufacturing Co. has done numerous similar installations throughout Florida and their
reputation is excellent. The project carries a general one year warranty with extended warranties

on individual components as follows: Tanks have five years, skids have two years, metering and
transfer pumps have five years.
FISCAL IMPACT: This project is consistent with the 2008 Wastewater Master Plan Update as
adopted by the Board of County Commissioners (Board) on June 24, 2008, as Agenda Item l OG.
Project No. 73969 is on page 3 of 5, line 101. Funding for this obligation is available in the
FYI Capital Budget adopted by the Board at a special meeting on September 23, 2010. The
source of these funds is the Wastewater User Fee Fund 414.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action —JBW.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as the Ex- officio
Governing Board of the Collier County Water -Sewer District, award Bid No. 10 -5556, Bleach
Storage and Feed Facility Modifications at the South County Water Reclamation Facility, to
Odyssey Manufacturing Co., in the base bid amount of $539,000.00 for Project No. 73969, South
County Water Reclamation Facility Technical Support.

We have completed our review of the five bids received on September 15, 2010 for the
referenced project. A summary of the five bids was provided by the County, and it appears the
quotations did not contain any mathematical errors. The prices provided by the five firms ranged
from $539,000 to $799,065, which indicates the bids were competitive and offer attractive
pricing to the County. Odyssey Manufacturing Co. submitted the low price for this work. As a
result, we recommend award of the bid to Odyssey Manufacturing Co. for $539,000.
