(Fiscal Impact: $601.00) OBJECTIVE: To receive approval for CRA staff to attend the Florida Brownfields Association 2010 Annual Conference; authorize payment of attendees' registration, lodging, travel and per diem from the Bayshore Gateway Triangle Trust Fund (Fund 187) travel budget; and declare the training received as serving a valid public purpose. BACKGROUND: Pursuant to Resolution No. 99 -410, the Board of County Commissioners has determined that attendance at functions or activities that are of educational, professional or trade serves as a valid public purpose, provided that said functions reasonably relate to Collier County matters. CONSIDERATIONS: Annually the Local Advisory Board recommends travel and training funding for CRA staff to further their professional development. This year's Florida Brownfields Association's Annual Conference is November 14 -17, 2010 in Jacksonville, Florida. One member the CRA staff desires to attend. The maximum cost is approximately $601.00 per person: ($250/ registration); ($297 lodging: $99 /per night) and approximately $54 for parking. Currently the Bayshore Gateway Triangle CRA owns an environmentally challenged site that is under rehabilitation, and is developing a community -based brownfield redevelopment program by popular demand. Knowledge of brownfields programs, processes and procedures will benefit the CRA in the successful cleanup of contaminated sites. PUBLIC PURPOSE: To expand the CRA staff's professional development in the area of brownfields. To attend the annual conference of the Florida Brownfields Association for training and education about brownfield programs, and Environmental Protection Agency (EPA) and Florida Department of Environmental Protection (FDEP) grant programs available to CRAB to eliminate contaminated properties from the Bayshore Gateway Triangle CRA. Through attendance at conference lectures and tours, attendees will become aware of successful programs and projects in other Florida cities and counties and learn from other CRA experiences. FISCAL IMPACT: Sufficient budget exists within the proposed FY10 Bayshore Gateway Triangle Fund 187 (Travel Professional Development) to fund the requested conference attendance. The maximum cost is approximately $601.00 per person: Registration $250 /person, $2971odging, and $54 /parking.
