PROCLAMATION
WHEREAS, the Collier County Landfill is an appraximate 300 acre active Class 1 landfill. The landfiMr
original disposal cells, Cells 1 and Z, comprised approximately 3Z acres of unlined disposal
area located near the northeast corner of the landfill. These two cells were filled with
solid waste from 1976 through 1979 and subsequently, closed by the County and covered
with a soil cap; and,
WHEREAS, the Solid Waste Management Departments long term goal is to implement the Integrated
Solid Waste Management Strategy, the Department started explaring various alternatives
for re -using Cells 1 and Z to realize the potential uses of the 3Z acres, • and
WHEREAS, the Collier County Landfill Cells 1 and 2 Reclamation Project was acclaimed as the first
planned reclamation project in the United States and in 1991, the Environmental
Protection Agency selected the reclamation of Cells 1 and Z as a demonstration project
for the Municipal Solid Waste Innovative Technology Evaluation (MITE? program; and
WHEREAS, reclaiming the old landfill disposal cells and using the recovered area to build new disposal
cells has generated more than $100 million worth of landfill air space. Overa //, 54
percent of the excavated material was screened and used as initial daily cover material
for the active landfill. Other recyclable materials recovered include plastics, aluminum,
5, 800 tons of concrete, 800 tons of tires, and 195 tons of metal,* and
WHEREAS, the landfill gas genera ted by the municipal solid waste that will be disposed of in the new
cells will be collected and used as part of the system that will deliver methane to the
landfill gas -to- energy facility current /y being built that will generate revenue for the
Countys so /id waste management program on a long term basis. and
WHEREAS, the Solid Waste Association of North America, whose mission is advancing the practice of
enviranmentn /ly and economically sound management of municipal solid waste in North
America, yearly recognizes excellence; and
WHEREAS, on August 16, 2010 the Solid Waste Association of North America awarded Collier
County's Solid Waste Management Department the 2010 Landfill Re -use Silver Excellence
Award, representing one of the highest achievements in the nation for excellence in solid
waste management above and beyond all other counties and municipalities in the nation.
NOW THEREFORE, be it proclaimed that the Collier County Board of County Commissioners
congratulates the Collier County Solid Waste Management Department for the receipt of
the
2010 SILVER EXCELLENCE AWARD
and congratulates staff for its successful effort in achieving excellence in landfill reuse.
