EXECUTIVE SUMMARY
Recommendation to award Request For Proposal #10-5510, "Annual Contract for
General Contractor Services", to the following firms: Wright Construction Group,
Inc.; Surety Construction Company; Vanderbilt Bay Construction, Inc.; Bradanna,
Inc.; and PBS Construction, Inc.
OBJECTIVE: To receive Board approval for the award of general contractor services on an as
needed basis,
CONSIDERATIONS: A Request for Proposal (RFP) was issued on May 26, 2010 to sDlicitthe
Annual CDntract for General Contractor Services, Notices were emailed to one thousand one
hundred (1,100) firms and one hundred forty-three (143) packages were requested by firms,
Responses were received from twenty-six (26) firms by the due date of June 23, 2010. Of the
twenty-six (26) firms responding, one (1) was rejected and the remaining twenty-five (25) were
shortlisted. A Selection Committee was formed according to standard Purchasing Procedures and,
after review of all the proposals, the Selection Committee met and ranked the shortlisted firms by
consensus. The Selection Committee also recommended awards to the top five firms in the ranking
order as follows:

1, Wright Construction Group, Inc,
2, Surety Construction Company
3. Vanderbilt Bay Construction, Inc.
4. Bradanna, inc.
5. PBS Construction, Inc,
Worl<. orders will be issued on the following basis:
For projects with an estimated cost of Fifty Thousand Dollars ($50,000) or less, the Owner shall
obtain a proposal from one (1) or more of the seiected firms, negotiate favorable project terms and
conditions, and issue a numbered Work Order, signed by the Department Director to initiate the
projects,
For projects with an estimated cost of over Fifty Thousand Dollars ($50,000) up to Two Hundred
Fifty Thousand Dollars ($250,000), competitive quotes shall be solicited from all of the selected
firms, The Contractor shall respond with the information sought within ten (10) working days. The
County will negotiate favorable project terms and conditions, and issue a numbered Work Order to
initiate the projects. Division Administrator approval is required at this level.
FISCAL IMPACT: The funding for each work order that is assigned under the approved contracts
will come from each user department
GROWTH MANAGEMENT IMPACT: While these contracts have no direct growth management
impact, they are consistent with the County's long-term growth plans,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT,

RECOMMENDATION: That the Board of County Commissioners approves the award of RFP #10-
5510. "Annual Contract for General Contractor Services" to the five (5) firms identified herein, and
authorizes the Chairman to sign the standard contracts after review and approval by the County
Attorney,
