EXECUTIVE SUMMARY
To approve and authorize the Chairman to sign an amendment to the Collier County Hunger and
Homeless Coalition (CCHHC) Subrecipient Agreement for the State of Florida Challenge Grant
approved by the Collier County Board of County Commissioners (BCC) on December 15, 2009 Item
16-05. This amendment will allow for a revision of the Agreement's budget in Exhibit A by moving
funds between line items to allow CCHHC to fully expend Challenge grant funds, Total Challenge
grant amount is unchanged.
OBJECTIVE: To approve and authorize the Chairman to sign an amendment to the Collier County
Hunger and Homeless Coalition State of Florida Challenge Grant Subrecipient Agreement approved on
December IS, 2009 (Item 1605.) This amendment will allow for a revision of the Agreement's budget in
Exhibit A by moving funds between line items to allow CCHHC to fully expend Challenge grant funds,

CONSIDERATIONS: On May 27,2003, the BCC gave approval for the County to become the Lead
Agency and to apply, on behalf of thc County's social service agencies, for annual homeless assistance,
On July 28, 2009, the BCC provided after the fact approval (Item 1602) for the 2010 Challenge Grant
application. In September 2009 the Department of Housing and Human Services received notification
that Collier County had received a total Challenge Grant award in the amount of $96,000, On December
15,2009, the BCC authorized the Chairman to sign an agreement with the State of Florida, Department of
Children and Families accepting a Challenge Grant award of $96,000 as pass through funds for five
subrecipients. The Collier County Hunger and Homeless Coalition was one of the 5 subrecipients and the
Coalition received $32,000 of the $96,000 award.
On March 5, 2010 the subrecipient agreement was modified with a Zero Dollar Contract Change
Notification and before the expiration of the Challenge Grant on June 30, 2010, the Collier County
Hunger and Homeless Coalition requested a budget amendment to their subrecipient agreement. This
amendment would reallocate the grant budget as follows:

grant will be added to the Grants Management System,
GROWTH MANAGEMENT IMPACT: The project associated with this amendment is consistent with
the Growth Management Plan,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office and is legally sufficient for Board action, -JBW
RECOMMENDATION: To approve and authorize the Chairman to sign an amendment to the Collier
County Hunger and Homeless Coalition State of Florida Challenge Grant Subrecipient Agreement
