Recommendation to approve the snbmittal of a 2011-2012 Florida Recreation Development Assistance
Program Application, sponsored by the Florida Department of Environmental Protection, for a total
amonnt of $200,000.00.
OBJECTIVE: To receive approval from the Board of County Commissioners and Community Redevelopment
Agency (CRA) to submit one 2011-2012 Florida Recreation Development Assistance Program (FRDAP)
Application, sponsored by the Florida Department of Environmental Protection (FDEP), for a total amount of
$200,000.00.
CONSIDERATIONS: All applicants are required to submit an application by September 30, 2010.
Collier County is allowed to have three (3) active (awarded) grants at a time. By the time this application process
is completed and awarded by FDEP, the County will have closed several active grants which will allow this grant
to be accepted, if awarded. Previous successful/awarded FRDAP Grants for Collier County are:
. On July 26,2005, an award of$200,OOO for the development of North Collier Regional Park.
· On September II, 2007, an award 01'$200,000 for improvements to Golden Gate Community Park and
Delasol Neighborhood Park.
· On September 9,2008, an award 01'$135,611 for improvements to the Immokalee Sports Complex.
The following Bayshore Gateway Triangle CRA project will be submitted for funding consideration. Any award
made based on submittal of the project will require subsequent Board of County Commissioners and CRA Board
approval.

FISCAL IMPACT: The total project costs, grant request, matching amount, and source of match for each
project have been identitied in the above table. Source of match is CRA Trust Fund I R7. [I' awarded. the award
will be brought before the BCC and CRA Boards 10 accept the grant and authorize the necessary budget
amendments. The Gram will be added in the Grants Management System.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Att0111ey's Office. Should this grant
be awarded, staff will return to the 13CC/CRA for authorization to accept the b'fant. This is [egally sufficient for
Board action. (JAK)
GROWTH MANAGEMENT IMPACT: The project is consistent with the 1999 CRA Master Redevelopment

WHA TIS FRDAP AND HOW IS IT ADMINISTERED?
The Florida Recreation Development Assistance Program (FRDAP) is a competitive program
which provides grants to locai governmental entities for acquisition and development of land
for public outdoor recreation use or to construct recreational trails. The Florida Department
of Environmental Protection (DEP), Office of Information and Recreation Services
administers FRDAP. The FRDAP Administrative Rule can be downloaded at

WHO MA Y APPL Y FOR FRDAP FUNDS?
Municipal and county governments or other legally constituted entities with the legal
responsibility to provide public outdoor recreation.
WHA T IS THE GENERAL APPLlCA nON INFORMA nON?
A proposed FRDAP project must be for one of the three following categories: acquisition ofland
for public outdoor recreational purposes, development and/or renovation of land for public
outdoor recreational purposes, or construction and/or renovation of a public recreational trail. If
an acquisition project receives a FRDAP grant, the applicant must develop the acquired site for
public outdoor recreation use within three (3) years.
HOW DO I APPL Y?
Applicants must submit a compieted FRDAP Grant Application during an announced submission
period. Applicants may submit up to two applications during the submission period. Each
agency may only have a total of three (3) active projects. including any applications being
submitted. Applications must invoive oniy one project site except for acquisition or development
of salt water beach access. DEI' evaluates applications on the basis of the infom1ation provided
by the applicants, except where such data is superseded by officiai DEI' infonnation. Failure by
an appiicant to present all required application inf,mnation and documentation may result in the
application being declared incligible for funding consideration, or may result in a loss of points
from the applicant's competitive score. Application will be evaluated and scored based on
the information snbmitted bv the end of the submission period.
Applicants must submit three copies (I miginai and 2 copies) or the completed application and
all supporting documents during the announced submission period of (September IS, 2010,
through September 30, 2(10). Please use a soft covered binder, no HARD 3-ring binders.

HOW ARE FRDAP GRANTS AWARDED?
Each application is reviewed to determine eligibility. The Division of Recreation and Parks
evaluate each eligible application according to Florida Administrative Code and assigns a final
score. Based on the scores, DEP prepares and submits a recommended priority list to the Florida
Legislature for funding consideration. The Department's performance and obligation to
award program grants is contingent upon an annual appropriation by the Florida
Legislature. Should the project receive funding, the l!rantee will have UP to three (3) years
from the start of the state's fiscal vear in which funds are appropriated to complete the
proiect or funds will revert.

PRIMARY RECREATION AREAS AND FACILITIES: Primary facilities include all
recreation facilities and opportunities. Primal1' co.~t must be equal to or flreater than fiftv
percent (50%) of the total co.~t. Primmy examples are: beach access, picnic facilities, fishing
piers, ballfields, tennis courts, trails. trailheads, shade structuresfhr recreational facilities. etc.
Enclosed structures are not eligible costs. Costs of planning and site preparation should be

SUPPORT FACILITIES AND IMPROVEMENTS: Support facilities are facilities which can
not stand alone, or which would have little or no public outdoor recreational value without the
primary facility. No enclosed structures are eligible except restrooms, bathhouses or
restroom/concession stands. Other support examples are: parking. landscaping, and security
lighting. Amenities such as benches, or bike racks will receive 110 points when being scored. The
enclosed structures listed above cannot be phased and must be completed with one grant.
FRDAP funded elements are not eliflible for renovation iffunded within the vast 5 years.
