EXECUTIVE SUMMARY
Recommendation to approve award for Invitation to Bid (ITB) 10-5525 for Home
Appliances to Business Services Solutions, at an estimated cost of approximately $150,000
over a three year period. Purchases will be funded by the Neighborhood Stabilization
Program (NSP) awarded to the Housing, Human and Veteran Services Department.
OBJECTIVE: To provide home appliances for homes acquired by the COWlty utilizing
Neighborhood Stabilization Program (NSP) funds.
CONSIDERATIONS: The Housing, Human and Veteran Services Department, through the
federally funded Neighborhood Stabilization Program, is buying, rehabilitating and reselling
foreclosed properties to assist low to moderate income families. The County has purchased more
than 83 units over the past several months, and will continue to purchase and rehabilitate those
homes over the next three years. In many instances, new kitchen and laundry room appliances
need to be purchased prior to the County selling the homes to qualified homebuyers. The
County anticipates that the cost of appliances will be approximately $150,000 over the next three
years.
The ITB included Federal and State grant requirement language; the County's Local Vendor
Preference language was not used, as this is prohibited by the grantor agency. Notices were sent
to 448 vendor email addresses; 37 suppliers requested the ITB packages. Four (4) "no-bids" and
one (1) bid were submitted by a supplier.
Vendors were asked to price seven (7) standard appliances. The appliance prices were totaled
together; the staff is recommending an award to the lowest, qualified and responsive firm,
Business Services Solutions. The recommended awardee will use its corporate discount through
the local Sears distribution chain to fulfill orders to the County at the prices set forth in their bid
offer.
HHVS will issue the County's standard purchase order or use the County's procurement card to
commence the purchase.
FISCAL IMPACT: Purchases under the ITB will be funded through the federally funded,
Neighborhood Stabilization Program (NSP). Purchases over the three year period are expected to
be approximately $150,000. This grant was accepted by the Board of County Commissioners on
March 24, 2009.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board approval. - JBW
RECOMMENDATIONS: That the Board of County Commissioners award ITB 10-5525 for
Home Appliances to Business Services Solutions.
