Retrofits in the amount of $276,096 to Electrical Contracting Services, Inc" for the Parks
and Recreation projects at Eagle Lakes Community Park,
OBJECTIVE: Recommendation to award Bid #10-5561 ARRA Green Lighting System
Retrofits in the amount of $276,096 to Electrical Contracting Services, Inc., to retrofit existing
light fixtures at the Eagle Lakes Community Park sport fields with a new energy efficient
lighting system.
CONSIDERATION:
Parks and Recreation Department Green Lighting System Retrofits received a portion of a grant
award from the Energy Efficiency and Conservation Block Grant (EECBG) award from the
United States Department of Energy for American Recovery and Reinvestment Act of2009.
On April 13,2010, (Item #16D8) the Board of County Commissioners accepted and approved
the award to the low bidder Electrical Contracting Services, Inc. in the amount of $485,809 for
the Immokalee and Gulf Coast Community Parks.
On April 27, 2010, (Item #16E5) the Board of County Commissioners accepted and approved the
reallocation of EECBG funding to existing EECBG projects. Parks and Recreation was allocated
an additional funding of $114,093 for Eagle Lakes Community Park for a total allocation of the
EECBG funds in the amount of $779,904.
On July 19, 2010, bid notices went out for Eagle Lakes. The scope of work includes the same
specifications for Musco Lights and ARRA grant requirements that apply for Immokalee and
Gulf Coast Community Parks. Notices were sent electronically to 446 registered bidders, 79
bidders downloaded the bid documents and five were received on August II, 2010.
The bid tabulation is included and the following companies submitted proposals:

Davco Electrical Contractors Corp.

Staff reviewed the bid responses and recommends awarding the bid to Electrical Contracting
Services, Inc., as the lowest qualified and responsive bidder meeting Musco specifications and
the ARRA grant requirements. Should additional funding become available from the EECBG
award, other parks have already been identified for similar lighting retrofits as potential
additional services.
FISCAL IMPACT: The project cost for both Immokalee Community Park and Gulf Coast
Community Park is $485,809. With the addition of Eagle Lakes Community Park for $276,096

the total project cost is $761,905. Funds are available in ARRA Grant Fund 725 in the Energy
Efficiency and Conservation Grant number 33062.2 and with a savings of$17,999.
LEGAL CONSIDERATION: - This item does not present any legal issues. - JBW
GROWTH MANAGEMENT IMPACT: The value of the improved facility will be inventoried
in the Growth Management Plan.
RECOMMENDATION: To recommend authorization to award Bid #10-5561, the Green
Lighting System Retrofits to Electrical Contracting Services, Inc. in the amount of$276,096.
