EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment to cover costs associated with Collier County
Contract Number 10-5402, Immokalee Stormwater Master Plan Implementation, which will
reallocate the remaining contract balance from Stormwater Fund 325 to CRA Fund 186 in the
amount of $317,341.08.
OBJECTIVE:
Recommendation to the Collier County Board of County Commissioners (BCC) to authorize a budget
amendment to cover costs associated with Collier County Contract Number 10-5402, Immokalee
Stormwater Master Plan Implementation, which will reallocate the remaining contract balance from
Stormwater Fund 325 into CRA Fund 186 in the amount of $317,341.08.
CONSIDERATIONS:
Collier County RFP #10-5402 was issued on January 15, 2010 to solicit proposals to begin the
implementation of the Immokalee Stormwater Master Plan. Four hundred sixteen notices were sent, one
hundred twenty five firms downloaded the RFP package, and ten proposals were received. The Selection
Committee met on March 2, 2010 and by consensus, recommended the award of the RFP and a contract
to Camp Dresser and McKee, Inc. (CDM) who began work on the contract on June 1,2010. Contract #10-
5402 in the amount of $413,946 was subsequently awarded to CDM through Board action on April 27,
2010, agenda item #16B5.
The purpose of Contract #10-5402 is to review and prioritize the projects contained within the conceptual
Immokalee Stormwater Master Plan as commissioned in 2005 by The South Florida Water Management
District (SFWMD), Big Cypress Basin, and to coordinate it with the existing Immokalee Area Master
Plan as a means of fostering economic development. During the review, all projects will be brought up to
current standards. In addition, the project will be the first step in implementing the Immokalee
Stormwater Master Plan with the focus on design, permitting and bidding assistance for the Downtown
Immokalee area project.
Collier County Stormwater (Fund 325) and the Immokalee CRA (Fund 186) have partnered to jointly
fund this contract. Of the full contract value of $413,946, the Immokalee CRA will be providing $200,000
to begin the implementation of the Immokalee Stormwater Master Plan and Collier County will provide
$213,946. To date, the full contract funding has resided in Fund 325.
During the initial month of contract performance, due to staff constraints and department reallocations,
the Collier County Stormwater Department shifted all management aspects of this project, including fiscal
administration, to the Immokalee CRA. The Stormwater Departments involvement in the project from this
point forward will therefore be limited to technical assistance to the Immokalee CRA on an as-needed
basis.
FISCAL IMPACT:
Funds will be moved from the Stormwater Fund (325) in the amount of $317,341.08 to the Immokalee
CRA Fund (186) for the completion of Contract # 10-5402. Sufficient budget exists in Stormwater Fund
(325) to fulfill the budget amendment request.

CONSISTENCY WITH GROWTH MANAGEMENT PLAN:
The Immokalee Stormwater Master Plan furthers the programs and projects within the budgetary and
policy guidance and directives of the Community Redevelopment Agency and the Board of County
Commissioners in furtherance of Policy 4.2 of the Future Land Use Element of the Growth Management
PIan which reads in pertinent part as follows:
"The Immokalee Area Master Plan addresses conservation, future land use, population, recreation,
transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of
land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of
economic development."
LEGAL CONSIDERATIONS:
This item is legally sufficient for Board action. -JAK.
RECOMMENDATION: That the Board of County Commissioners authorize a budget amendment to
transfer $317,341.08 from Stormwater Capital Fund 325 to Immokalee CRA Fund 186.
