EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve Grant Agreement
2010CKWX0107 in the amount of $800,000 from the United States Department of
Justice, Office of Community Oriented Policing Services (COPS) Technology Program
for public safety technology equipment and approve all necessary budget amendments.
OBJECTIVE: To receive approval of a grant award that will fund public safety technology
equipment.
CONSIDERATIONS: In the fall of 2008, staff of the Emergency Management Department met
with representatives of The Ferguson Group to discuss an update on the public safety
technology equipment for the Emergency Operations Center (EOC). The Ferguson Group
representatives professionally evaluated the community need and funding potential of the
project. Based on opportunities available, the EOC project was recommended as one of nine
(9) projects for Collier County's Fiscal Year 2010 Federal Legislative Agenda. The Board of
County Commissioners approved this project on the Collier County Fiscal Year 2010 Federal
Legislative Agenda on January 13, 2009.
The Board approved submittal of the grant appiication on June 22, 2010 and grant award
notification was received on September 14, 2010.
This allocation was approved as part of the Omnibus Appropriations Bill for Fiscal Year 2010
(PL 111-117) on December 16,2009.
Funding will pay for public safety technology equipment, including digital information systems
and software, mobile radio equipment, and uninterrupted power supplies for the Emergency
Services Center (ESC) and EOC. The COPS Technology grant is for three years and there is
no match requirement.
FISCAL IMPACT: An increase by budget amendment of $800,000 to Fund 713 (County
Manager Agency Grants) for FY 11. No matching funds are required,
GROWTH MANAGEMENT IMPACT: There is no growth management impact due to this
request.
LEGAL CONSIDERATiONS: This item is legally sufficient for Board action. - JBW

By signing the Award Document to accept this Technology Program grant, your agency agrees to abide by the following grant conditions:
t. The grantee agrees to comply v.rilh the tenns and conditions in the 2010 COPS Technology Program Grant Owner's Manual; COPS statute (42 U.S.c. g. 3796l:1d, et scq.);:':'
C.F.R Part 66 or 28 C.F.R. Part 70 as applicable (governing administrative requirements for grant5 and cooperative agreements); 2 C.F.R. Part 225 (OMB Circular A.87). 2
C.F.R. Part 220 (OMB Circular A.21), 2 C.F_R. Part 230 (OMB Circular A+122) and 48 C.F.R Part 3 J .000 et seq. (FAR 3] .2) as applicable (governing cost principles); OMB
Circular A.133 (governing audits)~ representations made in the COPS Technology Program grant application; and all other applicable program requirements, laws, orders,
regulations, or circulars.
2. The grantee acknowledges its agreement to cOrl1Jly with the Assurances and Certifications forms that were signed as part of its Technology Program application.
3. The funding under this project is for the payment of approved costs for the continued development of technologies and automated systems to assist state, local, and tribal law
enforcement agencies in investigating, responding to, and preventing crime. The allowable costs for which your agency's grant has been approved are limited to those listed on
the Financial Clearance Memorandum. which is included in your agency's award package.
The financial Clearance Memorandum specifies the costs that your agency is allowed to fund with your Technology grant. It also describes any costs which have been

4. Travel costs for transportation, lodging and subsistence, and related items are allowable under the Technology Program with prior approval from the COPS Office. Payment
for allowable travel costs will be in accordance with 2 C.F.R. Part 225 (OMB Circular A-87. Cost Principles for State, Local, and Indian Tribal Governments), 2 C.F.R. Part 220
(OMB Circular A-21. Cost Principles for Educationallnstitution~), 2 C".F.R. Part 230 (OMS Circular A-122, Cost Principles for Non-Profit Org:mizaticns), and 48 C.F.R. Part
31.000, ct seq, (FAR.31.2, Cost Principles for Commercial Organizations), as applicable.
5. \\'hen procuring information~sharing services, hardware, software, or other equipment, the grantee agrees to procure and implement those itemS in accordance with the
applicable standards outlined in the terms and conditions of the Grant Owner's Manual.
6. State, local, and tribal governments must use Technology Program grant funds to supplement, and not supplant, state. local, or Bureau of Indian Affairs (BlA) funds that are

date of the award. Any extension requests received after an award has expired will be approved only under vel'1' limited circumstances.

10. To assist the COPS Office in the monitoring of your award, your agency \\,;11 be responsible for submitting periodic programmatic progress reports and quarterly financial
reports.
11, Federal law requires that law enforcement agencies receiving feder-dl funding from the COPS Office must be monitored to ensure compliance with their grant conditions and
other applicable statutory regulations. The eOl's Office is also interested in tracking the progress of our programs and the advancement of cornmmity policing. Both aspects of
grant implementation----compliance and programmatic benefits-are part of the monitoring process coordinated by the U.S. Department of Justice. Grant monitoring activities
conducted by the COPS Office include site visits, office.based gr.ml reviews, alleged noncompliance reviews. financial and programmatic reponing, and gud;! resolution. As a
COPS Technology grantee, you at;reC to cooperate with and respond to any requests for information pertaining to your grant.
12. All recipients of funding from the COPS Office must comply with the fedenll regulations pertainillg 10 the development and implementation of an Equal Employment
Opportunity Plan (28 c.F.R. Part 42 subpart F).
13. Grantees using Technology Program funds to operate an in1erjurisdictional criminal intelligence system must comply ",ith operating principles of 28 C.F.R, Part 23. The
grantee a{"knowledgcs thal it has completed. signed and submitted ",ith its gran: application tt>~ relevant Special Condition certifying its compliance with 28 C.F.R. Part 23.

Dear Commissioners,
I am writing to express support for the proposed 2010 Department Df Justice, Community Oriented
Policing Services (COPS) Technology project application. The proposed project for equipment and
upgrades for the Emergency Services Center and entities assigned there is in keeping with the
needs of this Department and requirements to meet radio compatibility requirements. The Project
25 land mobile radio (P-25) equipment being proposed will greatly improve the county's capabilities
both within the Emergency Services Center and with the Sheriff's Law Enforcement commitment to
Community Oriented Policing.
This funding will provide equipment and capability that would not be otherwise available to
accomplish important disaster and law enforcement missions.
