EXECUTIVE SUMMARY
Recommendation to terminate contracts with Anchor Health Centers, P.A. (Anchor Health) for contract
numbers 10-5488 Medical Director for Occupational Health & Wellness Programs (approximately
$25,000 annually) and 10-5407 Employment Physicals and Drug Testing (approximately $11,000
annually) and enter into an agreement with Dr. Julia K. Harris M. D. for both services.
OBJECTIVE: To provide oversight for the County's Occupational Health & Wellness Programs and to
complete employment physicals and drug testing services.
CONSIDERATION: Anchor Health has provided a physician (Dr. Julia K. Harris) to oversee the County's
Occupational Health and Wellness Programs for the past several years; the value of this agreement is $25,000
annually, The Employment Physicals and Drug Testing contract (10-5407) was awarded at the March 23,
2010 (Item 16E2); Anchor Health was the only firm who submitted a quote and the estimated annual value of
this contract is $11 ,000,
Staff learned in mid-September that Anchor Health forwarded a resolution to all physicians in the Anchor
Health network and requested that they consider joining the NCH MD network. A series of telephone calls
were made by the Purchasing staff to Anchor Health to determine if it would complete its contractual
obligations to the County. On September 22, 2010, the County was officially verbally notified that the Board of
Directors of Anchor Health Centers P .A. had voted to dissolve the company effective October 1, 2010. The
Purchasing staff confirmed by letter that Anchor Health had no intention of continuing its service on either
contract effective October 1, 2010.
- On September 23, 2010, the Purchasing staff contacted Dr. Julia K. Harris to determine if she could assume
the services included in these two contracts under the existing terms and conditions from October 1, 2010
through September 30, 2011. Dr. Harris confirmed her interest and agreement in providing both of these
contract requirements at the same fee, so that there would be no lapse in service to the County.
The Risk Management and Purchasing staff concludes that Dr. Harris has a clear understanding of the
protocols established and recommends that the contract for Employment Physicals & Drug Testing and
Medical Director of Collier County Occupational Health & Wellness Programs be given to Julia K. Harris, M.D.
for the next fiscal year. Pursuant to Section IV.B.2 of the Board's purchasing policy and due to the exigency of
this situation, the Purchasing/General Services Director has waived the requirement for requesting competitive
price quotes. Staff recommends the termination of both contracts and executing purchase orders with the
same terms and conditions to Dr. Julia K. Harris.
FISCAL IMPACT: Funds are budgeted annually in the Workers' Compensation (518) budget and
department budgets for required physicals and drug tests.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and
is legally sufficient for Board action-SRT.
RECOMMENDATION: That the Board of County Commissioners 1.) terminates all agreements with Anchor
Health Canters, P.A. and 2.) issues a purchase order (s) to Dr. Julia K. Harris MD for employment physicals
and drug testing under all terms and conditions of ITB 10-5407 from October 1, 2010 through September 30,
2011, and 3.) authorizes the Chairman to execute a standard agreement after review by the County Attorney to
