EXECUTIVE SUMMARY
Public uotice of iuteut to consider final disposition of Neighborhood Stabilization Program
residential properties, consistent with the requirements of Collier County Ordinance No. 2009-63
and 9125.35(3), Florida Statutes.
OBJECTIVE: To provide public notice of intent to consider final disposition of Neighborhood
Stabilization Program residential properties, consistent with the requirements of Collier County
Ordinance No. 2009-63 and g 125.35(3), Florida Statutes.
CONSIDERATIONS: On October 13, 2009, agenda item] 6D6, the Board of County Commissioners
directed staff to develop and advertise an ordinance establishing policies and procedures to be used when
selling and conveying real property acquired under the Neighborhood Stabilization Program. Tbe
development of an ordinance was required to comply with g 125.35(3), Florida Statutes, which allows a
county to adopt an orclinance to prescribe disposition standards and procedures when the requirements of
g 125.35(1 lea), Florida Statutes, are not feasible.
On December ], 2009, agenda item 17B, the Board of County Commissioners adopted Ordinance No.
2009-63 to comply with the aforementioned statutory provisions. The ordinance requires reasonable
public notice of the intent to consider final disposition of the Neighborhood Stabilization Program
residential properties. Such notice must be presented as an item on the Board of County Commissioners'
consent agenda.
The following properties have been acquired and rehabilitation is complete or planned, As such, Collier
County will consider final clisposition, through sale or conveyance, of these residential properties either to
income qualified persons and households or non-profit providers of affordable housing determined
eligible for participation in the Neighborhood Stabilization Program.

FISCAL IMPACT: Any proceeds from the transfer of properties are considered program income as
defined by 24 CFR 570.500(a). Such proceeds may be expended for Neighborhood Stabilization Program
eligible activities.
GROWTH MANAGEMENT IMPACT: The Neighborhood Stabilization Program is consistent with
the goals and objectives of the Growth Management Plan's Housing Element.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office. It is legally sufficient for Board action. - JBW
STAFF RECOMMENDATION: To provide public notice of intent to consider final disposition of
Neighborhood Stabilization Program residential properties, consistent with the requirements of Collier
County Ordinance No. 2009-63 and * 125.35(3), Florida Statutes.
